REGULAR MEETING JUNE 27, 1983 <br />Chairman Zielinski indicated they would combine public hearing on bill nos. 45 through <br />48. <br />BILL NO. 45 -83 <br />BILL NO. 46 -83 <br />BILL NO. 47 -83 <br />BILL NO. 48 -83 <br />A BILL ESTABLISHING THE VOLUNTEER PROGRAM FUND. <br />A BILL AMENDING THE 1983 SALARY ORDINANCE NO. 7080 -82 FIXING <br />THE MAXIMUM SALARY FOR VOLUNTEER COORDINATOR IN THE DEPARTMENT <br />OF ADMINISTRATION AND FINANCE. <br />A BILL APPROPRIATING $5,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING <br />FOR THE VOLUNTEER PROGRAM FOR 1983 TO BE ADMINISTERED BY THE <br />DEPARTMENT OF ADMINISTRATION AND FINANCE OF THE CITY OF <br />SOUTH BEND, INDIANA. <br />A BILL APPROPRIATING $3,000 FROM THE VOLUNTEER PROGRAM FUND <br />FOR A VOLUNTEER COORDINATOR. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Voorde indicated <br />that Bill No. 45 -83 should be amended by addding a new Section 2, entitled: Semi- <br />annual Financial Report Required. a) The Department of Administration and Finance <br />shall submit to the Common Council of the Municipal City of South Bend a financial <br />statement of the affairs of this fund on a semi - annual basis which statement shall <br />show receipts for the period as well as expenditures. b) The financial statements, <br />shall be filed with the City Clerk on December 31 and June 30 of each calendar year <br />and shall cover the period six months prior to said dates. The present Section II <br />becomes Section III, seconded by Council Member Beck. The motion carried. Craig <br />Hartzer, assistant to the Mayor, made the presentation for the bills. He indicated <br />that the City had been working with the Junior League to determine if there was place <br />for volunteer service. He indicated the results indicated ws a need, and the volunteers <br />will be able to provide services which would otherwise be eliminated or curtailed <br />because.of budgetary constraints. He indicated that it would be necessary to establish <br />a position of volunteer coordinator, who will be responsible for the recruitment, <br />organization, training and placement of volunteers in various departments, as well as <br />working with the Junior League to raise funds and seek grant for the project. He <br />indicated that the Junior League will furnish $3,000 annually toward the salary of <br />the Volunteer Coordinator, with the balance coming out of revenue sharing funds. <br />Council Member Beck made a motion to recommend Bill No. 45 -83 to the Council favorable, <br />as amended, seconded by Council Member Serge. The motion carried. Council Member <br />Beck made a motion to recommend Bill No. 46 -83 to the Council favorable, seconded by <br />Council Member Harris. The motion carried. Council Member Beck made a motion to <br />recommend Bill No. 47 -83 to the Council favorable, seconded by Council Member Taylor. <br />The motion carried. Council Member Beck made a motion to recommend Bill No. 48 -83, <br />to the Council favorable, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 49 -83 A BILL APPROPRIATING $32,500.00 FROM THE CITY CEMETERY TRUST <br />FUND OF THE CITY OF SOUTH BEND, INDIANA FOR CAPITAL REPAIRS <br />AND STRUCTURES. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Robert Niezgodski, Sexton, <br />indicated this appropriation would be used to install a guard rail at the City Cemetery. <br />He indicated that $30,000 would be used for the guard rail and $2,500 would be used <br />to reimburse the fund for the large repairs costs fo the fence replacement in December <br />of 1982. He indicated this request for a high priority item for the protection of <br />the historic wrought iron fence. Council Member Szymkowiak made a motion to recommend <br />this bill to the Council favorable, seconded by Council Member Beck. The motion <br />carried. <br />BILL NO. 50 -83 <br />A BILL APPROPRIATING $41,128, FROM THE YOUTH SERVICE BUREAU <br />FUND FOR OPERATING FUNDS TO BE ADMINISTERED BY THE YOUTH <br />SERVICE BUREAU OF THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Bonnie Strycker, Director of <br />the Youth Service Bureau, indicated this appropriation would be used to repair desks <br />and chairs and to purchase some office furniture, as well as fans and a small air <br />conditioner. Council Member Voorde made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Harris. The motion carried. <br />BILL NO. 51 -83 <br />A BILL AMENDING CHAPTER 17 OF THE MUNICIPAL CODE OF THE CITY <br />OF SOUTH BEND, INDIANA, BY THE AMENDING ARTICLE 7, COMMONLY <br />KNOWN AS SEWER SERVICE FUND AND CHARGES. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Beck made the <br />presentation for the bill. She indicated this bill would amend the sewer service <br />fund by reducing the deductible from $1,000 to $500. She indicated the higher deductible <br />is no longer necessary due to the balance in the fund, and the higher deductible was <br />an unfair burden to property owners. Council Member Taylor made a motion to amend <br />the bill in Section II by adding an effective date of July 15, 1983, seconded by <br />Council Member Crone. The motion carried. Michael Vance, Director of Utilities, <br />indicated that the administration supported this bill. Council Member Serge made a <br />motion to recommend this bill to the Council favorable, as amended, seconded by Council <br />Beck. The motion carried. <br />
