111 <br />REGULAR MEETING JUNE 27, 1983 <br />BILL NO. 53 -83 <br />A BILL AMENDING SOUTH BEND MUNICIPAL CODE, CHAPTER 2, ENTITLED <br />ADMINISTRATION, TO ADD A NEW ARTICLE 2, ENTITLED DEPUTY <br />MAYOR. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Richard Hill, City Attorney, <br />indicated this bill establishes the position of Deputy Mayor, which Mayor Parent <br />intends to fill by appointing the City Controller. He indicated that in essence, <br />this enables the Mayor to designate him as acting mayor during the Mayor's absence <br />from the City, or in case of illness or injury. He indicated that recent legislation <br />makes such a specific designation of a Deputy Mayor necessary. He indicated that the <br />deputy mayor would, in case of a vacany, fulfill the responsibilities of the mayor <br />until the vacancy is filled in accordance with State law. Council Member Crone made <br />a motion to amend this bill in Section 2 -12.2 by adding a new sentence to read: The <br />position of Deputy Mayor shall be a non - funded position., seconded by Council Member <br />Serge. The motion carried. Council Member Taylor made a motion to recommend this <br />bill to the Council favorable, as amended, seconded by Council Member Voorde. The <br />motion carried. <br />BILL NO. 54 -83 <br />A BILL TRANSFERRING $314,622.00 AMONG VARIOUS ACCOUNTS, ALL <br />ACCOUNTS BEING WITHIN THE DIVISION OF COMMUNITY DEVELOPMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Taylor made a <br />motion to accept the substitute bill on file with the City Clerk's office, seconded <br />by Council Member Beck. The motion carried. Colleen Rosenfeld, Director of Community <br />Development, made the presentation for the bill. She indicated that at the end of <br />each year some cases of activity have been completed and funds remain which then can <br />be reprogrammed to other activities. She indicated that in other circumstances the <br />activity is not complete and the funds will be reprogramed into the same activity but <br />in the current program year. She gave a description of the various activities that <br />will be covered by this transfer. Council Member Beck made a motion to recommend <br />this bill to the Council favorable, as amended, seconded by Council member Taylor. <br />The motion carried. <br />Chairman Zielinski indicated there would be combined public hearing on bill nos. 55 <br />and 56. <br />BILL NO. 55 -83 <br />BILL NO. 56 -83 <br />A BILL APPROPRIATING $175,000.00 FROM THE MUNICIPAL BONDS OF <br />1981 FUND FOR CENTRALIZED COMMUNICATIONS AND STREET DEPARTMENT <br />EQUIPMENT. <br />A BILL TRANSFERRING $120,000.00 FROM ACCOUNT 222.0 GASOLINE <br />TO VARIOUS ACCOUNTS WITHIN THE BUREAU OF BUILDING MAINTENANCE. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. John Leszczynski, Director of <br />Public Works, made the presentation for the bill. He indicated $85,000 would be used <br />to constructed the communications center and $90,000 would be for motor equipment in <br />the Street Department. He indicated the cost of the combined communications center <br />is $251,000. Richard Heyde, 3404 Corby, asked what had been done about a centralized <br />communication center for the entire area. Council Member Voorde gave an up -date on <br />that situation. Council Member Serge made a motion to recommend Bill No. 55 -83 to <br />the Council favorable, seconded by Council Member Harris. The motion carried. Council <br />Member Beck made a motion to recommend Bill No. 56 -83, to the Council favorable, <br />seconded by Council Member Serge. The motion carried. <br />BILL NO. 57 -83 <br />A BILL APPROPRIATING $85,000.00 FROM THE CUMULATIVE SEWER <br />BUILDING AND SINKING FUND TO PROJECT CS821, IRONWOOD - IRELAND <br />RETENTION BASIN, WITHIN THE CUMULATIVE SEWER BUILDING AND <br />SINKING FUND. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. John Leszczynski, Director of <br />Public Works, made the presentation for the bill. He indicated these funds would be <br />used to improve the Ironwood - Ireland retention basis, in order to control some of the <br />-water flow in Clyde Creek. Council Member Beck made a motion to recommend this bill <br />to the Council favorable, seconded by Council Member Harris. The motion carried. <br />Chairman Zielinski indicated they would combine public hearing on bill nos. 58, 59 <br />and 60. <br />BILL NO. 58 -83 <br />.BILL NO. 59 -83 <br />BILL NO. 60 -83 <br />A BILL APPROPRIATING $7,500.00 FROM THE LOCAL ROAD AND STREET <br />FUND TO PROJECT R &S 8303, LINCOLNWAY WEST TRACK REPAIR, <br />WITHIN THE LOCAL ROAD AND STREET FUND. <br />A BILL APPROPRIATING $400,000.00 FROM THE LOCAL ROAD AND <br />STREET FUND TO PROJECT R &S 8302, 1983 RESURFACING.PROJECT, <br />WITHIN THE LOCAL ROAD AND STREET FUND. <br />A BILL APPROPRIATING $100,000.00 FROM THE LOCAL ROAD AND <br />STREET FUND TO PROJECT R &S 8304, CONCRETE IMPROVEMENTS, <br />WITHIN THE LOCAL ROAD AND STREET FUND. <br />
