REGULAR MEETING MAY 23, 1983 <br />ORDINANCE NO. 7189 -83 <br />AN ORDINANCE APPROPRIATING $7,250.00 FROM THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUND TO ASSIST IN THE ESTABLISHMENT <br />OF A PARENTS` RESOURCE CENTER BY PROJECT HEAD START OF ST. <br />JOSEPH COUNTY AND TO BE ADMINISTERED BY THE DIVISION OF <br />COMMUNITY DEVELOPMENT. <br />This bill had second reading. Council Member Taylor made a motion to pass this bill, <br />seconded by Council Member Serge. The bill passed by a roll call vote of nine ayes. <br />ORDINANCE NO. 7190 -83 AN ORDINANCE APPROPRIATING $25,000 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND COMMONLY REFERRED TO AS GENERAL AREVENUE SHARING <br />FOR THE WESTERN AVENUE ECONOMIC DEVELOPMENT OF THE CITY OF <br />SOUTH BEND, INDIANA. <br />This bill had second reading. Council Member Szymkowiak made a motion to pass this <br />bill, seconded by Council Member Zielinski. The bill passed by a roll call vote of <br />nine ayes. <br />RESOLUTIONS <br />RESOLUTION NO. 1056 -83 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND <br />APPROVING THE ISSUANCE OF A LICENSE FOR A RECYCLING /TRANSFER <br />STATION (STC RECYCLING, INC.) FOR THE CALENDAR YEAR 1983. <br />WHEREAS, the Common Council of the City of South Bend recognizes the contributions <br />that recycling operations such as recycling /transfer stations make to the community; <br />and the Council further realizes that such operations must be reasonably regulated in <br />order to minimize any environmental or aesthetic nuisances which may be created by <br />the operations of recycling /transfer stations within the city; and <br />WHEREAS, the Common Council of the City of South Bend has enacted reasonable <br />rules and regulations with regard to the issuance of licenses and the operations of <br />recycling /transfer stations; and <br />WHEREAS, in accordance with these rules and regulations, inspections of the <br />recycling /transfer station have been completed by the Department of Code Enforcement <br />and the Fire Prevention Bureau, and it has been found that such premises are fit and <br />proper for the maintenance and operation of such a business; and <br />WHEREAS, the Board of Public Works, at its meeting held on May 16, 1983, recommended <br />the approval of the recycling /transfer station license for STC Recycling, Inc. by <br />appropriate action of the Common Council. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. That the License application for the following recycling/ transfer <br />station be approved based upon the satisfactory review of the property by the Department <br />of Code Enforcement and the Fire Prevention Bureau as of inspections made on May 13, <br />1983, and subsequent favorable recommendation by the Board of Public Works. <br />STC Recycling, Inc. 445 N. Sheridan St. <br />SECTION II. John Leszczynski, City <br />Engineer, indicated this resolution met all requirements of the Engineering Department <br />and the Code Enforcement Department. Council Member Szymkowiak made a motion to <br />adopt this resolution, seconded by Council Member Zielinski. The resolution was <br />adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 1057 -83 A RESOLUTION OF THE COMMON COUNCIL AUTHORIZING THE PRESIDENT <br />OF THE BOARD OF PARK COMMISSIONERS TO SUBMIT A GRANT APPLICATION <br />TO THE U.S. SMALL BUSINESS ADMINISTRATION. <br />WHEREAS, the U.S. Small Business Administration was recently authorized to. provide <br />funds for the rehabilitation of public parks and recreation areas and only projects <br />whose primary focus is landscaping are eligible for funding; and <br />WHEREAS, funds for landscaping for the East Race Project have been deleted because <br />of budgetary reductions and said landscaping is essential for the final completion of <br />the East Race Project. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. The President of the Board of Park Commissioners has the authority <br />to file a grant application with the U.S. Small Business Administration to provide <br />
