V. <br />REGULAR MEETING MAY 23, 1983 <br />A public hearing was held on the resolution <br />the resolution. She commended Marchmont for <br />reporting. Council Member Szymkowiak made 'a <br />by Council Member Serge. The resolution was <br />ayes. <br />at this time. Council Member Crone read <br />his dedication, and many years of government <br />motion to adopt this resolution, seconded <br />adopted by a roll call vote of nine <br />Council Member Taylor made a motion to resolve into the Committee of the Whole, seconded <br />by Council Member Voorde. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee <br />of the Whole on May 23, 1983, at 7:08 p.m., with nine members present. Chairman <br />Zielinski presiding. <br />BILL NO. 26 -83 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (3026 - 3102 ARDMORE <br />TRAIL.) <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Larry Magliozzi, from Area <br />Plan, indicated this rezoning received a favorable recommendation. Michael Murphy, <br />attorney representing the petitioner, described the surrounding area, which is basically <br />commercial. Council Member Serge made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Szymkowiak. The motion carried. <br />BILL NO. 34 -83 <br />A BILL APPROPRIATING $7,250.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND TO ASSIST IN THE ESTABLISHMENT OF A PARENTS` <br />RESOURCE CENTER BY PROJECT HEAD START OF ST. JOSEPH COUNTY <br />AND TO BE ADMINISTERED BY THE DIVISION OF COMMUNITY DEVELOPMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Colleen Rosenfeld, Director of <br />Community Development, made the presentation for this bill. She indicated these <br />funds would be used to move a portable classroom building to 533 S. Scott, to provide <br />services such as; teaching sewing skills, child behavior and development, and to <br />provide parents with a common meeting place and establish a library for use by parents. <br />Council Member Taylor made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Serge. The motion carried. <br />BILL NO. 37 -83 A BILL APPROPRIATING $25,000 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND COMMONLY REFERRED TO AS GENERAL AREVENUE SHARING <br />FOR THE WESTERN AVENUE ECONOMIC DEVELOPMENT OF THE CITY OF <br />SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard.. Jon Hunt, Director of.Economic <br />Development, made the presentation for this bill. He indicated this appropriation <br />would initiate the Western Avenue Economic Development Project. He indicated the <br />funds will be used to develop design standards, the financing mechanisms, and the <br />management components of this project. Council Member Serge made a motion to recommend <br />this bill to the Council favorable, seconded by Council Member Szymkowiak. The motion <br />carried. <br />There being no further business to <br />Member Taylor made a motion to rise <br />Member Voorde. Council Member Szymkowiak made a motion to pass this <br />bill, seconded by Council Member Zielinski. The bill passed by a roll call vote of <br />nine ayes. <br />
