REGULAR MEETING SEPTEMBER 27, 1982 <br />BILL NO. 100 -82 <br />355 <br />A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE 1ST <br />NORTH -SOUTH ALLEY WEST OF MICHIGAN STREET RUNNING NORTH <br />FROM THE NORTH RIGHT -OF -WAY OF THE 1ST EAST -WEST ALLEY <br />NORTH OF MADISON STREET FOR A DISTANCE OF 132' MORE OR LESS <br />TO THE PROJECTED RIGHT -OF -WAY LINE OF THE MICHIGAN -MAIN <br />CONNECTOR ADJACENT TO LOTS 166, 167 AND LOTS 158, 159 OF <br />THE ORIGINAL PLAT OF SOUTH BEND. ALSO, THE 1ST EAST -WEST <br />ALLEY NORTH OF MADISON STREET RUNNING WEST FROM A POINT 6' <br />WEST OF THE 1ST NORTH -SOUTH ALLEY WEST OF MICHIGAN STREET <br />TO THE EAST RIGHT -OF -WAY LINE OF THE MICHIGAN -MAIN CONNECTOR <br />ADJACENT TO LOTS 165 AND 166 OF THE ORIGINAL PLAT OF SOUTH <br />BEND. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Ron Olson, representing the Town <br />Tower,'indicated this vacation was to allow for more parking. Council Member Crone <br />made a motion to amend the bill in Section I, by adding a last sentence "This <br />ordinance is subject to the September 27, 1982, letter from the Board of Public <br />Works, a copy is atttached as Exhibit A."; seconded by Council Member McGann. The <br />motion carried. Patrick Baker, project engineer at Town Tower, indicated this <br />facilities all parking needs, plus there is a better ingress and egress to the <br />adjoining property owners. Agatha Lauber, 1121 Leeper Ave., asked that parking <br />signs for her tenents be installed. John Leszczynski, Director of Public Works, <br />indicated the City could not install signs. Council Member Taylor made a motion to <br />recommend this bill to the Council favorable, as amendedeconded by Council Member <br />Beck. The motion carried. <br />BILL NO. 93 -82 <br />A BILL OF THE CITY OF SOUTH BEND, INDIANA, BANNING THE <br />DEMOLITION OF HISTORIC BUILDINGS IN THE DOWNTOWN AREA, FOR <br />A PERIOD OF FIVE (5) YEARS. <br />Council. Member Taylor made a motion to continue public hearing on this bill until <br />October 25, 1982, seconded by Council Member McGann. The motion carried. <br />BILL NO. 103 -82 A BILL APPROPRIATING $37,800.00 FROM THE EMERGENCY MEDICAL <br />SERVICES FUND FOR CAPITAL EQUIPMENT AND REPAIRS WITHIN THE <br />FIRE DEPARTMENT. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Tim Brassell, Fire Chief, made the <br />presentation for the bill. He indicated this appropriation would be used to finish <br />the complete rebuilding of engine #11, replace a boiler in Station #7, and <br />replacement of the apparatus bay roof at Station #10. Council Member Serge made a <br />motion to recommend this bill to the Council favorable, seconded by Council Member <br />Szymkowiak. The motion carried. <br />BILL NO. 104 -82 <br />A BILL ESTABLISHING THE SOUTH BEND REGIONAL POLICE ACADEMY <br />FUND. <br />Now is'the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Lt. Cloyd Coffman, Director of <br />Police Training, made the presentation for the bill. He indicated that approximately <br />twenty -five law enforcement agencies have indicated desire to fund training at the <br />South Bend Regional Police Academy. He indicated that approximately $6,000 has been <br />comitted by these agencies for nine months of one day seminars in specialized police <br />programs, starting January, 1983. Council Member Serge made a motion to recommend <br />this bill to the Council favorable, seconded by Council Member Taylor. The motion <br />carried. <br />BILL NO. 105 -82 <br />A BILL APPROPRIATING $50,490.00 FROM THE LOCAL EQUAL <br />EMPLOYMENT OPPORTUNITY FUND TO BE ADMINISTERED BY THE CITY <br />OF SOUTH BEND THROUGH ITS HUMAN RIGHTS COMMISSION AND <br />DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Debra Kroll, Senior Staff Investigator, <br />indicated the Commission will receive a contract from EEOC in 1983, and this bill <br />will allow them to discharge its duties as contained in the Human Rights Ordinance. <br />Council Member Szymkowiak made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Taylor. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Beck made a motion to rise and report to the Council, seconded by Council <br />Member Taylor.
