<br />SPECIAL BUSINESS .
<br />Council Member Taylor indicated that the Council was holding to hold informal election
<br />of officers, which wil.], be,ratified,the first meeting in 1983. He made a motion to
<br />elect Beverlie Beck as Council President, seconded' by Council Member Serge. The
<br />motion carried.; He made ,a motion, to elect Joseph Serge as vice president, seconded
<br />by Council,, Member Beck. , The motion carried. He made a.,motion to `elect Raymond
<br />Ziel n's_ki as chairman of the Committee of the Whole, seconded by Council Member
<br />Beck.' The'motion carried.
<br />REPORTS
<br />Council Member Beck indicated that the Residential'Neigh°borhood Committee had met'
<br />regarding the rez9ning,,9f,9.35 Ironwood,, and had no recommendation at this time.
<br />Council Member Crone indicated that the Personnel and Finance Committee had met on
<br />Bill No. 103 -82, and recommended it favorable. Council Member Voorde indicated that
<br />the Committee of the Whole will gave two meetings, October 4 and October 7, to discuss
<br />Bill No. 76 -82, reorganization under Home Rule.
<br />Council Member Taylor made a motion to resolve into the Committee of the Whole,
<br />seconded by Council Member Beck. The motion carried.

<br />Be it remembered that the Common Council of the City of South Bend met in the Committee
<br />of the Whole on September 27, 1982, at 7:05 p.m., with nine members present: Chair-
<br />man Voorde presiding.
<br />BILL NO. 94 -82 A BILL AMENDING,ORD.INANCE NO. 4990 -68, AS
<br />AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE
<br />OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER
<br />21, MUNICIPAL CODE) (935 S. IRONWOOD.)
<br />Now is the time heretofore set for public hearing, on the.above billf' proponents and
<br />opponents were given an opportunity to be. heard. Richard Bonewitz, attorney representing
<br />the petitioner,,.indicated that the..House of Flowers wanted this house rezoned to Cl
<br />commercial. He indicated that the aesthetics of the home will be improved. He
<br />indicated that the use is commercial, but it is a use that is not incompatable with
<br />residential—Council Member,Beck made. a motion to accept the substitute bill on
<br />file with the City Clerk,- seconded by Council Member Taylor. The`motion' carried.
<br />Mrs. Esther Darr, one of the petitioners, indicated this was a beautiful house and
<br />they intended to keep the premises beautiful. Richard Shirk, 935 S. Ironwood,
<br />indicated that the house has been for sale for a year. He indicated he thought this
<br />business would be an asset for the house. He indicated the house was very large and
<br />needed a lot of repair. Kay Cooper, 2535 York Road, spoke in favor of this rezoning.
<br />She indicated that the home should be improved and preserved, and the Darrs could
<br />properly maintain the home. Don Claro, 2045 Trailridge, spoke in favor of this
<br />rezoning. He indicated this could only add to the neighborhood. Ruth Fisher, 1014
<br />21st Street, indicated this house needed a lot of care and she felt that the Darrs
<br />are responsible people and would take care of the home. Nancy Tenbroeck, 525 Edgewater,
<br />indicated this rezoning could only be an improvement to the neighborhood. True
<br />Clarao, 2045 Trailridge, spoke ion,..favor of this rezoning. James Love, 116 Sunnymede,
<br />indicated that the House of Flowers would be an improvement to this neighborhood.
<br />Carl. Brunson, the realtor, read a letter from several business women in favor of
<br />this rezoning. Franklin Asper, 1006 S. Ironwood, submitted a petition against this
<br />zoning. Diane Molnar, 25452 Grant Rd., indicated they were interested in purchasing
<br />this property, and this home should be kept residential. Mrs. Belmont, 1113 1/2 S.
<br />Ironwood, spoke against this rezoning. Council Member Beck indicated she had serious
<br />reservations as to what will happen to this house,.if the house is'not rezoned. She
<br />made a motion to recommend this bill to the Council favorable;' seconded`by Council
<br />Member Taylor. The motion failed on a roll call vote of four ayes and five'nayes
<br />(Council Members Serge, Szymkowiak, Crone, Voorde and McGann.)

<br />A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: ALL
<br />THAT PART OF THE FOURTEEN (14) FOOT WIDE PUBLIC ALLEY
<br />EXTENDING FROM MICHIGAN STREET ON ITS WESTERLY BOUNDARY TO
<br />THE FIRST FOURTEEN (14) FOOT NORTH -SOUTH PUBLIC ALLEY ON
<br />ITS EASTERLY BOUNDARY, SAID ALLEY LYING SOUTH OF AND
<br />ADJACENT TO LOT NUMBERED 62 IN THE RECORDED PLAT OF
<br />BOWMAN'S FOURTH ADDITION TO THE CITY OF SOUTH BEND,
<br />INDIANA.
<br />Now is the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. Bill Dobslaw, owner of the Pennysaver,
<br />indicated they wre going to add a paper warehouse at the back of the property. He
<br />indicated there ould be trucks blocking the alley and they did not want complaints.
<br />He indicated they did not intend to fence in the alley. John Leszczynski, Director
<br />of Public Works, indicated they Board gave an unfavorable recommendation since the
<br />petitioners will not grant an., easement. Heike Dobslaw, owner of the property, spoke
<br />in favor of this vacation. Cuncil Member Member Beck made a motion to strike this
<br />bill, seconded by Council Member Taylor. The motion carried.
