The Common Council directs the City Clerk to send a copy of this <br />Resolution to t e named individuals and corporation as the Council's way of saying <br />"Thanks for a job well done." <br />SECTION IV. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />Beverlie J. Beck <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Council Member Beck read <br />the resolution. Kathy Barnard, Director of Neighborhood Code Enforcement, thanked <br />the Health Department for their cooperation with her department. Council Member <br />Taylor made a motion to adopt this resolution, seconded by Council Membr Serge. The <br />resolution was adopted by a roll call vote of nine ayes. <br />REPORTS <br />John Voorde indicated that the Human Resources and Economic Development Committee had <br />met regarding the Community Development 1982 Program Year. <br />James Seitz, Superintendent of Parks, gave a report on the status of the Park De- <br />partment. <br />Council Member Dombrowski made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Zielinski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Com- <br />mittee of the Whole on April 26, 1982, at 7:14 p.m., with nine members present. <br />Chairman Voorde presiding. <br />BILL NO. 36 -82 <br />A BILL AUTHORIZING THE PERMANENT FINANCING OF $9,000,000 <br />ECONOMIC DEVELOPMENT REVENUE BONDS OF THE CITY OF SOUTH <br />BEND, INDIANA; AUTHORIZING AN EXTENTION OF THE MATURITY DATE <br />OF THE BONDS AND THE NOTE; AUTHORIZING A FIRST AMENDMENT TO <br />THE INDENTURE OF TRUST, LOAN AGREEMENT AND MORTGAGE AND <br />SECURITY GREEMENT; AND RELATED MATTERS. <br />Kenneth Fedder, attorney for the Economic Development Commission, asked that public <br />hearing on this bill be continued until May 24, 1982. Council Member Serge made a <br />motion to continue public hearing until May 24, 1982, seconded by Council Member <br />Taylor. The motion carried. <br />BILL NO. 28 -82 A BILL APPROPRIATING $11,000 FROM THE FEDERAL ASSISTANCE <br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING FOR <br />THE 1982 SUMMER ENVIRONMENTAL CLEAN -UP PROGRAM. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Kathy Bernard, Director of Neigh- <br />borhood Code Enforcement, made the presentation for the bill. She indicated that <br />appropriation will provide financial support for equipment repair, rental of vans, <br />gasoline and equipment. She indicated that personnel costs will be paid by CETA. <br />Council Member Serge made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Taylor. The motion carried. <br />BILL NO. 34 -82 <br />A BILL APPROPRIATING $1,500,000.00 FROM THE FEDERAL ASSIS- <br />TANCE GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING <br />FOR 1982 POLICE AND FIRE PENSION COSTS TO BE ADMINISTERED BY <br />THE DEPARTMENT OF ADMINISTRATION AND FINANCE OF THE CITY OF <br />SOUTH BEND, INDIANA. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Joseph Kernan, City Controller, <br />made the presentation for the bill. He indicated this bill would provide the funds <br />necessary to pay 1982 pension benefits. Council Member Szymkowiak made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member Beck. The <br />motion carried. <br />BILL NO. 35 -82 <br />A BILL ON TRANSFERRING AND APPROPRIATING $125,000 FROM CUMU- <br />LATIVE CAPITAL IMPROVEMENT FUND TO THE BOARD OF PUBLIC WORKS <br />WITHIN THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Joseph Kernan, City Controller, <br />made the presentation for the bill. He indicated that money from the Cumulative <br />Capital Improvement Fund should not be used directly to pay for street materials, <br />therefore the State Board of Tax Commissioners recommended that this transfer be made <br />from COIF to the Board of Public Works. Council Member Szymkowiak made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member Beck. The <br />motion carried. <br />
