5F <br />REGULAR MEETING FEBRUARY 8, 1982 <br />Serge indicated that both neighborhood associations immediately involved were in <br />favor of the proposed solution to the problem. He indicated the City needs industry, <br />and growth should not be discouraged. Council Member Dombrowski indicated that the <br />entrance should be on Riverside not Angela. Mayor Parent indicated that the Administra- <br />tion had been directed to negotiate a fifty year lease, not a twenty year lease. He <br />indicated this should be clarified so that the people here understand. Council Member <br />Taylor made a motion to recommend this bill to the Council favorable, seconded by <br />Council Member Beck. The motion carried on a roll call vote of seven ayes and one <br />nay (Council Member Dombrowski.) <br />Council Member Taylor made a motion to recess, seconded by Council Member Beck. The <br />motion carried and the meeting was recessed at 9:02 p.m., and reconvened at 9:17 p.m. <br />BILL NO. 3 -82 <br />A BILL DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK <br />UNDER ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 4990 -68, <br />AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE <br />CITY OF SOUTH BEND (ODD FELLOWS BLDG.) <br />Now is the time heretofore set for public hearing on the above bill, <br />proponents and opponents were given an opportunity to be heard. John <br />Oxian, Vice President of the Historic Preservation Commission, in- <br />dicated this proposed ordinance was moot, but the Commission still <br />felt they wanted to take a stand against the demolition of the Odd <br />Fellows Building. Dominick DaCasta, 754 N. Cottage, Irene Mutzl, 320 <br />Parkovash, James Cronk, 702 E. LaSalle, spoke against the demolition <br />of the Odd Fellows Building. Council Member Taylor made a motion to <br />strike this bill from the record, seconded by Council Member Beck. <br />The motion carried. <br />BILL NO. 8 -82 <br />A BILL RECODIFYING CHAPTER 1 AND A PORTION OF CHAPTER 2 <br />OF THE SOUTH BEND MUNICIPAL CODE. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Eugenia Schwartz, Assistant City <br />Attorney, made the presentation for the bill. She indicated that a amendment was <br />needed to accept a substitute bill filed with the City Clerk. Council Member McGann <br />made a motion to accept a substitute bill filed with the City Clerk, seconded by <br />Council Member Zielinski. The motion carried. Ms. Schwartz indicated this bill <br />recodified Chapter 1 and a portion of Chapter 2, to bring the chapters into confor- <br />mity with recent changes in State law. Council Member Beck made a motion to recom- <br />mend this bill to the Council favorable, as amended, seconded by Council Member Ziel- <br />inski. The motion carried. <br />BILL NO. <br />10 -82 A BILL TRANSFERRING $4,693.30 FROM THE PARK DISTRICT CON- <br />STRUCTION FUND TO THE PARK DISTRICT BOND REDEMPTION FUND TO <br />BE ADMINISTERED BY THE DEPARTMENT OF PUBLIC PARKS. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Robert Niezgodski, Fiscal Officer <br />for the Park Department, made the presentation for the bill. He indicated there was <br />a balance in the bond construction fund because of investments, and this money will <br />be used to pay off principal and interest on park bond issues. Council Member Serge <br />made a motion to recommend this bill to the Council favorable, seconded by Council <br />Member Taylor.
