a(4) Parking prohibitions on snow routes shall remain <br />in effect until the Snow Emergency is cancelled <br />or modified by the Snow Removal Coordinator per <br />Section 20- 103(d). <br />b) Residential Emergency: When the Snow Removal Coordinator has <br />declared a Residential Emergency, the following traffic regula- <br />tions shall be in effect: <br />b(1) Parking shall be allowed on all snow routes. <br />b(2) Parking shall be banned weekdays between the hours of <br />8:00 a.m. and 4:30 p.m. on all streets not designated <br />as snow routes in accordance with the following <br />schedule: <br />...Even numbered days - no parking on East /West streets <br />...Odd Numbered days - no parking on North /South streets <br />b(3) Any vehicle parked, stalled, incapable of moving under <br />its own power, or left unattended upon any street in <br />violation of Section 20- 104.b(2) shall be ticketed and/ <br />or towed and /or impounded. <br />b(4) Parking bans as established under Section 20- 104.b(2) <br />shall remain in force and effect on a rotating basis <br />until the entire street has been cleared to the curb <br />line, or until the Residential Emergency has been <br />cancelled by the Snow Removal Coordinator per Section <br />20- 103(d). <br />b(5) The pushing of snow onto any City street by any <br />individual is prohibited. <br />c) Weather.Disaster: When the Snow Removal Coordinator has de- <br />clared a Weather Disaster, the following traffic regulations <br />shall be in effect: <br />c(1) The Snow Removal Coordinator shall have the power to <br />limit traffic within the City. Anyone traveling on <br />City streets without a valid emergency reason shall be <br />subject to the penalty clause of Section 20 -105. <br />c(2) The Snow Removal Coordinator shall have the power to <br />establish any and /or all parking restrictions which, <br />in his opinion, are.necessary to insure the health and <br />safety of the citizens. Any vehicle parked, stalled, <br />incapable of moving under its own power, or left un- <br />attended upon any street in violation of these restrictions <br />shall be ticketed and /or towed and /or impounded. <br />c(3) The Snow Removal Coordinator shall have the power to <br />designate vehicles such as Bureau of Streets vehicles, <br />four -wheel drive vehicles, and snow mobiles as "Temporary <br />Emergency Vehicles" if in his opinion such designation <br />is necessary to insure the health and safety of the <br />citizens of the community. Any individual abusing the <br />services of these or other City Emergency Vehicles shall <br />be subject to the penalty provisions of Section 20 -105 <br />and shall reimburse the City for all costs expended in <br />responding to any false call. <br />c(4) The Snow Removal Coordinator shall have the power to take <br />whatever action is reasonably necessary to insure the <br />health, safety, and welfare of the citizens during a <br />Weather Disaster. <br />c(5) All traffic restrictions, parking bans, and any other <br />action taken during a Weather Disaster by the Snow Re- <br />moval Coordinator shall remain in effect until the Weather <br />Disaster has been cancelled by the Snow Removal Coordinator <br />per Section 20- 103(d) <br />
