5) Pushing Snow, means the moving of an amount of snow that may im- <br />pede or unnecessarily hamper traffic flow. <br />6) Snow means any precipitation depositing any accumulation on the <br />streets, including snow, sleet, hail, ice and freezing rain. <br />7) Snow Removal Coordinator means the Mayor or in his absence the <br />following succession of people shall qualify: City Engineer, <br />Manager, Division of Transportation, or Manager, Bureau of Streets. <br />8) Snow Routes means all streets in the City so designated and marked. <br />9) Vehicles means all self- propelled motorized licensed vehicles using <br />City streets and highways, excluding public transportation convey- <br />ances. <br />Section 20 -102: Snow Routes: Designations, annual.review; postin <br />master plan to filed with City Clerk <br />a) The Board of Public Works shall designate streets which are heavily <br />traveled and are necessary thoroughfares for the movement of vehi- <br />cular traffic through the City as snow routes. An annual review <br />of the snow routes by the Traffic Engineer and the Common Council <br />Committee on Public Works shall be done and written report filed <br />with the City Clerk by July 1st of each year. <br />b) All streets designated as snow routes shall be posted with suitable <br />signs or 'markers. <br />Section 20 -103: Snow Removal Condition: Declaration <br />a) When, in the opinion of the Snow Removal Coordinator, the actual <br />or expected precipitation of snow will.create hazardous or <br />dangerous highway conditions or vehicular or pedestrian traffic, <br />he shall have the authority to declare a Snow Removal Condition. <br />b) When declaring a Snow Removal Condition, the Snow Removal Coordina- <br />tor shall designate one of the following conditions to be in effect: <br />Snow Emergency <br />Residential Emergency <br />Weather Disaster <br />c) A Snow Removal Condition shall.be declared by the Snow Removal <br />Coordinator by issuing a press release to the local radio, tele- <br />vision, and news services. <br />d) The Snow Removal Condition shall continue in force and effect until <br />the Snow Removal Coordinator declares it to be over in the same <br />manner as provided for in sub - section (c). <br />Section 20 -104: Snow Removal Condition: Traffic Regulations <br />a) Snow Emergency: When the Snow Removal Coordinator has declared <br />a Snow Emergency, the following traffic regulations shall be in <br />effect: <br />a(1) No vehicle shall be parked on a snow route. <br />a(2) The pushing of snow onto any City street by any <br />individual is prohibited. <br />a(3) Any vehicle parked, stalled, incapable of moving under <br />its own power, or left unattended upon any street <br />designated as a snow route shall be ticketed and /or <br />towed and /or impounded. <br />
