REGULAR MEETING AUGUST 18, 1986 <br />PLAT OF SOUTH BEND ON THE SOUTH, ALL IN THE CITY OF SOUTH BEND, <br />PORTAGE TOWNSHIP, ST. JOSEPH COUNTY, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />anc pponents were given an opportunity to be heard. Jon Hunt, Director of <br />Redp"-.1opment, made the presentation for the bill. He indicated the purpose of this <br />vacation was to eliminate a partially unused alley, in order to assemble adjacent <br />parcels for future development in the Central Development Area. Don Napoli, <br />Director of the Library, spoke in favor of this vacation. Council Member Zakrzewski <br />made a motion to recommend this bill to the Council favorable, seconded by Council <br />Member Braboy. The motion carried. <br />BILL NO. 84 -86 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY; THE FIRST <br />EAST -WEST ALLEY SOUTH OF NAVARRE STREET RUNNING WEST FROM <br />MICHIGAN STREET A DISTANCE OF 159 FEET TO A POINT OF SIX FEET <br />EAST OF THE FIRST INTERSECTING NORTH -SOUTH ALLEY EAST OF MAIN <br />STREET, ALL BEING IN THE ORIGINAL PLAT OF SOUTH BEND, INDIANA, <br />AND LYING BETWEEN LOTS 147 AND 148 OF SAID PLAT. <br />Council Member Beck made a motion to strike this bill, seconded by Council Member <br />Zakrzewski. The motion carried. <br />BILL NO. 89 -86 A BILL TO VACATE THE FOLLOWING PROPERTY: THE FIRST NORTH -SOUTH <br />ALLEY WEST OF WILLIAM STREET, FROM WAYNE STREET, SOUTH TO THE <br />SOUTH LINE OF THE NORTH HALF OF LOT 8, VAIL'S SOUTHWEST ADDITION, <br />BLOCK 6. <br />Council Member Taylor made a motion to strike this bill, seconded by Council Member <br />Zakrzewski. The motion carried. <br />Council Member Beck made a motion to combine public hearing on Bill Nos. 86 and <br />87 -88, seconded by Council Member Braboy. The motion carried. <br />BILL NO. 86 -86 A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE <br />EXPENSES OF SEVERAL DEPARTMENTS OF THE CITY OF SOUTH BEND, <br />INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1987, AND ENDING <br />DECEMBER 31, 1987, INCLUDING ALL OUTSTANDING CLAIMS AND <br />OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. <br />BILL NO. 87 -86 A BILL LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE <br />PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSES FOR THE <br />FISCAL YEAR ENDING DECEMBER 31, 1987. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Puzzello <br />announced that with the hard work of the Council and Administration they have been <br />able to set the 1987 tax rate at a one cent decrease from the 1986 rate. Council <br />Member Beck made a motion to accept the amended version of the budget on file with <br />the City Clerk, seconded by Council Member Braboy. The motion carried. Mayor <br />Parent thanked all the people who worked so hard to get a budget with less than a <br />zero increase for 1987. He indicated this was the best budget the Administration <br />and Council have been able to put together in the seven years he has been Mayor. <br />Michael Vance, Controller, made the presentation for the bill. He indicated the tax <br />rate would be 5.89 per $100 of assessed value. He indicated the present rate is <br />$5.90 so it is a reduction of one cent. He indicated that the City had a 17 and 1/2 <br />million dollar increase in assessed valuation. He said the City has been able to <br />keep the budget at the same level and still will be able to do the things they <br />wanted do as far as debt service. He indicated that when citizens get a tax bill it <br />not only has the City's tax rate, but it has the Counties, the Trustees, TRANSPO, <br />the airport, School City and the libraries. Council Member Beck made a motion to <br />accept the amended version of Bill No. 87 -86 on file with the City Clerk, seconded <br />by Council Member Taylor. The motion carried. Council Member Puzzello read the <br />following amendment to Bill No. 86 -86: Park Bond Fund is cut $223,000; Controllers <br />Budget (other contractuals) $66,000; Board of Public Works (rents) $30,000; Police <br />Department (data processing) $10,000, (other equipment) $5,000, (radio equipment) <br />$5,000, (other supplies) $5,000. Council Member Beck made a motion to accept this <br />amendment, seconded by Council Member Barcome. The motion carried. Sharon Derrick, <br />President of NOW, asked if the Council had cut a secretary from the budget. The <br />Council indicated they did not cut a secretary. Thereas Ghilarducci, assistant <br />professor of Economics at Notre Dame, spoke regarding women being segregated against <br />in the area of wages. Joe Guenert, 3510 Corby, asked questions regarding the budget <br />and Mr. Vance answered his questions. Council Member Barcome made a motion to <br />recommend Bill No. 86 -86 to the Council favorable, as amended, and set it for <br />second reading July 25, seconded by Council Member Zakrzewski. The motion carried. <br />Council Member Beck made a motion to recommend Bill No. 87 -86 to the Council <br />favorable, as amended, and set it for second reading July 25, seconded by Council <br />Member Taylor.
