REGULAR MEETING <br />AUGUST 18, 1986 <br />This being the time heretofore set for public hearing on the above bill, proponents <br />.and opponents were given an opportunity to be heard. Michael Vance, Controller, <br />made the presentation for the bill. He indicated that neither the Parking Garages <br />.or Century Center anticipated any tax dollars going into their budgets. Council <br />Member Beck made a motion to recommend this bill to the Council favorable, and set <br />it for second reading on August 25, seconded by Council Member Serge. The motion <br />carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Barcome made a motion to rise and report to the Council and recess, seconded <br />by Council Member Beck. The motion carried and the meeting was recessed at 8:10 <br />p.m. <br />ATTEST: <br />;City Clerk <br />ATTEST: <br />REGULAR MEETING RECONVENED " v <br />Be it remembered that the Common Council of the City of South Bend reconvened in <br />Council Chambers on the fourth floor of the County -City Building at 8:25 p.m. <br />Council President Beck presiding and nine members present. <br />BILLS, SECOND READING <br />ORDINANCE NO. 7678 -86 AN ORDINANCE AMENDING SECTIONS OF CHAPTER 21 OF THE <br />SOUTH BEND MUNICIPAL CODE, ENTITLED "ZONING," <br />CONCERNING PARKING SPACE AREA REQUIREMENTS. <br />the <br />This bill had second reading. Council Member Serge made a motion to pass this bill, <br />.seconded by Council Member Barcome. The bill passed by a roll call vote of eight <br />ayes and one nay (Council Member Paszek.) <br />ORDINANCE NO. 7679 -86 AN ORDINANCE TO VACATE THE FOLLOWING DESCRIBED <br />PROPERTY: THE EAST /WEST ALLEY EXCEPTING THE THRU <br />NORTH /SOUTH RIGHT -OF -WAY BOUNDED BY MICHIGAN STREET ON <br />THE EAST, MAIN STREET ON THE WEST, ABUTTING LOTS 297 <br />AND 304 OF PART OF THE ORIGINAL PLAT OF SOUTH BEND ON <br />THE NORTH, AND ABUTTING LOTS 298 AND 303 OF PART OF THE <br />ORIGINAL PLAT OF SOUTH BEND ON THE SOUTH, ALL IN THE <br />CITY OF SOUTH BEND, PORTAGE TOWNSHIP, ST. JOSEPH <br />COUNTY, INDIANA. <br />This bill had second reading. Council Member Taylor made a motion to pass this <br />bill, seconded by Council Member Serge. The bill passed by a roll call vote of nine <br />ayes. <br />RESOLUTIONS <br />'RESOLUTION NO. 1426 -86 A RESOLUTION OF THE COMMON COUNCIL AUTHORIZING THE <br />PRESIDENT OF THE BOARD OF PARK COMMISSIONERS TO SUBMIT <br />A GRANT APPLICATION TO THE INDIANA DEPARTMENT OF <br />NATURAL RESOURCES FOR LAND AND WATER CONSERVATION <br />FUNDS. <br />WHEREAS, Land and Water Conservation funds are available through the Indiana <br />Department of Natural Resources to be used to help finance park development through <br />the State of Indiana and, <br />WHEREAS, the South Bend, Indiana Board of Park Commissioners is the recipient of <br />funds in the will of the late Arthur A. Fredrickson which funds are to be used to <br />construct a park in the City of South Bend to be known as Fredrickson Park. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana as follows: <br />SECTION I. The President of the Board of Park Commissioners has the authority <br />to file a grant application with the Indiana Department of Natural resources for <br />Land and Water Conservation Funds which will be used for the development of <br />"Fredrickson Park. <br />SECTION II.
