REGULAR MEETING <br />AUGUST 18, 1986 <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Monday, August 18, at 7:00 p.m. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Braboy, Puzzello, <br />Taylor, Zakrzewski, Barcome, Paszek, Voorde <br />and Beck <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the August 1 and August 4 meetings of <br />the Council and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ Beverlie J. Beck <br />/s/ Al Paszek <br />/s/ James Barcome <br />Council Member Serge made a motion that the minutes of the August 1 and August 4, <br />meetings of the Council be accepted and placed on file, seconded by Council Member <br />Puzzello. The motion carried. <br />SPECIAL BUSINESS <br />Council Member Voorde made a motion to reappoint Ralph Johnson to the Older Adults <br />Council, seconded by Council Member Zakrzewski. The motion carried. <br />Council Member Serge announced there will be a Utilities Committee meeting Tuesday, <br />July 19 in the Council Chambers regarding flooded basements and sewage problems. <br />Council President Beck announced that second reading on the budgets will be at 5:00 <br />p.m., July 25th. <br />REPORTS <br />Council Member Voorde indicated that the Zoning and Vacation Committee had met on <br />four bills. He indicated Bill Nos. 67 and 83 received a favorable recommendation, <br />Bill No. 84 was being withdrawn, and Bill No. 89 received an unfavorable <br />recommendation. <br />Council President Beck announced that the petitioner was withdrawing Bill No. 89 -86. <br />Council Member Puzzello indicated that the Personnel and Finance Committee had cut <br />$382,310 and the Controller had cut an additional $21,152. She indicated that the <br />Committee recommended Bill Nos. 86, 87 and 88 -86 to the Council favorable. <br />Council Member Puzzello indicated that Human Resources Committee had met on <br />Resolutions 86 -40, 41 and 42 and recommended them favorable. <br />Council Member Braboy made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Taylor. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on August 18, at 7:13 p.m., with nine members present. <br />Chairman Puzzello presiding. <br />BILL NO. 67 -86 A BILL AMENDING SECTIONS OF CHAPTER 21 OF THE SOUTH BEND <br />MUNICIPAL CODE, ENTITLED "ZONING," CONCERNING PARKING SPACE AREA <br />REQUIREMENTS. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Katherine Barnard, Director of <br />Code Enforcement, made the presentation for the bill. She indicated this bill <br />proposes amendments to two sections of the Zoning Ordinance, which are inconsistent, <br />as well as makes the dimensions of required off - street parking spaces more realistic <br />with current parking needs. Council Member Zakrzewski made a motion to recommend <br />this bill to the Council favorable, seconded by Council Member Serge. The motion <br />carried. <br />BILL NO. 83 -86 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE EAST /WEST <br />ALLEY EXCEPTING THE THRU NORTH /SOUTH RIGHT -OF -WAY BOUNDED BY <br />MICHIGAN STREET ON THE EAST, MAIN STREET ON THE WEST, ABUTTING <br />LOTS 297 AND 304 OF PART OF THE ORIGINAL PLAT OF SOUTH BEND ON <br />THE NORTH, AND ABUTTING LOTS 298 AND 303 OF PART OF THE ORIGINAL <br />
