REGULAR .- MEETING- -= _._ <br />- _FEBRUARY -- 2 4 -, — 19 -8-6 -- <br />A public hearing was held on the resolution at this time. Council Member Beck read <br />the resolution and presented it to Linda Murphy and Anna Pappas of the NEA. Council <br />Member Barcome made a motion to adopt the resolution, seconded by Council Member <br />Paszek. The resolution was adopted by a roll call vote of nine ayes. <br />REPORTS <br />Council Member Voorde indicated that the Zoning and Vacation Committee had met on <br />Bill nos. 132 and 174 -85. He indicated 132 was not given a recommendation, and 174 <br />received a favorable recommendation. <br />Council Member Braboy indicated that the Human Resources Committee had met and <br />recommended resolution 9A favorable. <br />Council Member Serge indicated that the Utilities Committee had met on Bill No. <br />11 -86 and recommended it favorable. <br />Council Member Taylor made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Zakrzewski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered <br />Committee of the <br />Chairman Puzzello <br />BILL NO. 132 -86 <br />that the Common Council of the City of South Bend met in the <br />Whole on February 24, at 7:08 p.m., with nine members present. <br />presiding. <br />A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE FIRST <br />NORTH -SOUTH ALLEY WEST OF LAUREL STREET RUNNING SOUTH FROM NAPIER <br />STREET TO THE FIRST INTERSECTING EAST -WEST ALLEY FOR A DISTANCE <br />OF 175.56 FEET LYING BETWEEN LOT 10 OF WILLETT'S SUB OF B.O.L. 89 <br />AND LOT 6 OF DEARDOFF'S SUB OF B.O.L. 90 ALL BEING IN THE CITY OF <br />SOUTH BEND, ST. JOSEPH COUNTY, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Voorde made a <br />motion to accept the substitute bill on file with the City Clerk, seconded by <br />Council Member Zakrzewski. The motion carried. Carter Buchanan, 121 N. Wellington, <br />indicated he wanted this alley vacated in order that he could clean up the property, <br />and make it safer. Council Member Braboy made a motion to recommend this bill to <br />the Council favorable, as amended, seconded by Council Member Taylor. The motion <br />carried. <br />BILL NO. 174 -86 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 4324 <br />SOUTH MICHIGAN STREET, IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Beck made a <br />motion to accept the substitute bill on file with the City Clerk, seconded by <br />Council Member Zakrzewski. The motion carried. Larry Magliozzi, of Area Plan, gave <br />the staff report which was favorable. Warren McGill, attorney, made the <br />presentation for the bill. He indicated they proposed to build a two story office <br />facility. He indicated the petitioners will comply with any suggestions from Area <br />Plan with respect to screening. He indicated this facility will provide for <br />additional employment, as well as additional tax base. Council Member Taylor made a <br />motion to recommend this bill to the Council favorable, as amended, seconded by <br />Council Member Barcome. The motion carried. <br />Council Member Voorde made a motion to combine public hearing on bill nos. 9 and <br />10 -86, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 9 -86 <br />BILL NO. 10 -86 <br />A BILL TO VACATE THE NORTH -SOUTH STREET COMMONLY KNOWN AS <br />GREENLAWN AVENUE, BETWEEN RUSKIN AND NORTHSIDE BOULEVARD LOCATED <br />NEAR I.U.S.B., AND A PORTION OF HILDRETH STREET. <br />A BILL TO VACATE THE FIRST NORTH -SOUTH ALLEY WEST OF GREENLAWN <br />BETWEEN HILDRETH AND THE U.S. ARMY RESERVE CENTER AND THE <br />EAST -WEST LEG OF THE SUBJECT ALLEY BOUNDED ON THE NORTH BY LOT <br />116 OF BELLEVUE ADDITION (IUSB PROPERTY) AND THE SOUTH BY THE <br />U.S. ARMY RESERVE CENTER. <br />This being the time heretofore set for public hearing on the above bills, proponents <br />and opponents were given an opportunity to be heard. Lester Wolfson, Chancellor, <br />IUSB, made the presentation for the bill. He indicated they were planning to build <br />a six story library at this location. He indicated that over the years they had <br />looked at various sites. He indicated that the architects came to the conclusion <br />that the best site for the library would be on this property, which would <br />necessitate these closings. He indicated this would unify the campus. Marty Kleva, <br />Cole Associates, indicated the existing entrance to the armory off of Greenlawn <br />would remain, if this street is closed. He indicated that all improvements <br />necessary would be made before the closing of any street. Dale Smith, 1402 E. <br />Dayton, indicated Greenlawn was a heavily used street. He spoke against this <br />closing. Bruce Watkins, 403 N. Eddy, spoke against this closing. Marty Kleva, <br />indicated that some people will be inconvenienced, however, this closing was vital <br />to the campus. Council Member Voorde made a motion to recommend these bills to the <br />Council favorable, seconded by Council Member Zakrzewski. The motion carried. <br />
