16Morris Performing Arts Center Parking Garage <br />Garmong Construction <br />Garmong Construction has made meaningful inclusion of diverse business enterprises a consistent priority across both public <br />and private projects. In 2025, we achieved an average of 12.1% diverse participation, whether required by the Owner or not. <br />On the MLK Dream Center project with the City of South Bend, we delivered 21% XBE participation. Additional recent projects <br />include 17% XBE participation on a $12,000,000 police station in Lawrence and 54% participation on the $4,000,000 <br />Purdue Brees Academic Center. These results exceeded municipal and university expectations and demonstrate our ability to <br />drive strong participation even in competitive markets. <br />We recognize that labor shortages, supply chain volatility, and shifting economic conditions present real challenges. To <br />address this, we leverage the flexibility allowed under Indiana Code 5-32 for CMc delivery. This statute permits Owners and <br />Construction Managers to establish prequalification criteria collaboratively, including targeted inclusion of XBE and local <br />contractors when desired. Garmong has extensive experience navigating IC 5-32 and can help develop practical, results- <br />driven prequalification strategies that promote participation without compromising budget integrity. <br />Beyond subcontractor alignment, we also create inclusion opportunities through general conditions procurement by sourcing <br />items such as fencing, dumpsters, and jobsite services from XBE and local suppliers whenever possible. <br />While Garmong is not a certified minority or woman-owned enterprise, inclusion has long been embedded in our culture. We <br />have partnered with school corporations to support diversity internship programs that provide paid field and office experience <br />to minority high school students. As a union signatory contractor, we benefit from trade partners who actively promote minority <br />and female participation in the construction workforce. <br />Within our own organization, 21% of our Project Management team and 28% of our corporate staff are women. We support <br />professional organizations that advance women in construction and have engaged third-party HR consultants to strengthen our <br />recruitment and retention strategies.
