21MORRIS PARKING GARAGE | PROJECT #125-065 <br />impacting GMP development and timing are: project funding <br />structure, level of design, complexity of project, availability of <br />select and specialty materials, comfort level of owners and <br />designers, and the number and type of project unknowns. <br />TIMING OF GMP <br />Our team believes the proper timing to establish the GMP is <br />best determined by the needs and constraints of the project <br />itself. GMP considerations must meet the client's needs and <br />requirements based on the project funding structure. Effective <br />timing also requires design team comfort and agreement <br />with the phased completion of the project design and the <br />construction document delivery dates. The owner’s and <br />designers’ needs, coupled with the Construction Manager- <br />as-Constructor’s (CMc’s) confidence in budget estimates <br />creates a natural window of opportunity for finalizing a GMP. <br />Successful project outcomes stem from teamwork and <br />consensus. Our project leaders engage the team to establish <br />a collective GMP decision. <br />CONTINGENCIES <br />During project development, the team assigns contingencies <br />to the budget based on the level of design. <br />The contingency for design development is typically reduced <br />to 5% as the systems have been selected, finishes identified, <br />and draft specifications provided. During the procurement <br />phase our team conducts extensive scope reviews with <br />potential subcontractors to eliminate scope gaps and <br />estimate/budget unknowns. Following procurement, the <br />construction contingency is typically reduced to 3% and <br />the contract is amended to a Guaranteed Maximum Price. <br />Allowances are developed for materials, equipment, and other <br />items not specified at the time of the GMP development. <br />PROOF IS IN THE RESULTS <br />Projects are tracked through Viewpoint (a comprehensive <br />financial management software system) with complete <br />transparency provided to the client and project stakeholders. <br />Projects each have a separate job number, cost reports, labor <br />reports, schedules, etc. Internal GMP amounts within the <br />contract roll up into a single GMP. Interval reports showing <br />combined and separate accounting as warranted with on- <br />demand access available as requested. For auditing and <br />general review purposes, the client will always have remote <br />access to the cost reports. Methods for establishing the <br />GMP, however, as noted in our opening statement, we fully <br />understand each design and schedule progresses differently <br />and that project outcomes are best served by flexibility and <br />teamwork. <br />PROJECT SCHEDULE <br />As your preconstruction partner, Wilhelm will ensure the <br />project is delivered in a safe and quality manner with the <br />appropriate communications and documentation throughout <br />the construction process. Wilhelm will monitor the overall <br />project schedule including design, procurement, construction, <br />and commissioning activities using P6 Scheduling software <br />and Wilhelm’s Project Scheduling and Controls Department <br />resources. <br />Based on the information in the RFP, we are very <br />comfortable with the schedule listed for design, <br />procurement, and construction. <br />4.
