20MORRIS PARKING GARAGE | PROJECT #125-065 <br />LOCAL PARTICIPATION <br />We recognize the City’s commitment to supporting local <br />labor on this project. Having worked in the South Bend <br />community for the past 15 years, we are very familiar with <br />the subcontractors in St. Joseph County and have a strong <br />working relationship with the local unions. We will leverage <br />our relationship with the St. Joe Valley Building Trades for <br />outreach to ensure we encourage local firms to submit bids. <br />To ensure the highest standards, all potential bidders will <br />undergo a prequalification process. We will pay particular <br />attention to the qualifications of potential MEP contractors. <br />Our strategy to encourage competitive bids from qualified <br />contractors includes transparency, rigorous evaluation, and <br />active outreach. By adhering to these principles, we will create <br />a competitive bidding environment that attracts high-quality <br />contractors, ultimately leading to the successful completion of <br />your construction project. <br />E-VERIFY AFFIDAVITS <br />Wilhelm agrees to participate in the E-Verify Program. All of <br />our subcontractor agreements require e-verification for all <br />those working on the construction site. <br />FAIR BIDDING PROCESS <br />Wilhelm has worked for numerous public entities including <br />the State of Indiana, City of South Bend, other cities, towns, <br />and counties as well as public K-12 schools and universities. <br />We have a strong understanding of public bid laws as <br />a Construction Manager as Constructor. If selected, we <br />will follow all public bid laws in accordance with IC 5-32 <br />including advertisement, outreach events, public bid opening, <br />evaluation and scope review. Ensuring a fair bidding process <br />is crucial for transparency and trust. We are familiar with City’s <br />Responsible Bidder’s Ordinance and will comply with it on all <br />self-perform work and first-tier subcontractors. <br />Our team can self-perform several different types of work. Our <br />ability to self-perform provides extensive value to our clients <br />as it gives us control of schedule, cost, and quality. During <br />preconstruction, in-house resources specializing in individual <br />construction trades provide more detailed and accurate <br />estimates. During construction, these same resources serve as <br />bidders, advisors, and backup labor in the event of unforeseen <br />issues. <br />Per the public CMc statute, Wilhelm is allowed to self-perform <br />up to 20% of the project if we are the low bidder and believe <br />it will best serve this project. Specifically, for this project and <br />the 20% self-perform limitation, Wilhelm anticipates bidding on <br />demolition, concrete, masonry, and steel. We understand the <br />City’s concerns regarding a CMc self-performing work, and <br />we are committed to working collaboratively to align our <br />approach with the City’s expectations and project needs. <br />The bid process for all bid packages that Wilhelm proposes <br />to self-perform would be handled in a manner consistent with <br />other scopes of work on the project. Wilhelm will secure a <br />minimum of three bidders for the associated scope of work. <br />Wilhelm would provide our quote for those scopes 24 hours <br />in advance of the bid due time of the other subcontractors in <br />a sealed envelope to the City. Bid reviews will then occur in <br />partnership with the City and the lowest qualified bidder will <br />be contracted. <br />If Wilhelm were to be the low-qualified bidder, we would <br />issue a subcontract for that scope of work to our self-perform <br />division to manage similarly to other subcontractors on the <br />project. <br />SUSTAINABILITY <br />Wilhelm has worked with many clients on incorporating <br />sustainable elements into the design and construction of <br />their projects. During the design process, our team will work <br />with the owner and designer to incorporate sustainable <br />components into the project. We also seek opportunities to <br />continue sustainability during the construction phase. <br />Additionally, Wilhelm employs several concrete experts who <br />constantly seek out innovative products, materials, means, <br />and methods. Our experts can assist the project team with <br />designing a garage that reduces environmental impact and <br />maintenance costs while improving the longevity of the <br />garage. <br />GUARANTEED MAXIMUM PRICE <br />SIGNIFICANT AND TIMELY INPUT DURING EACH PHASE <br />GMP development and timing is as customizable as is the <br />culture and experience of individual facilities.
