CITY OF SOUTH BEND AND ST. JOSEPH COUNTY I HISTORIC PRESERVATION COMMISSION <br />Staff Recommendation: <br />The applicant has requested approval to remove existing aluminum siding <br />and trim and recycle and install. <br />Mastic rigid vinyl 7-inch siding. Remove existing K style gutters and <br />downspouts and replace with new K style gutters and downspouts and <br />replace existing non-functional shutters with new. <br />Existing aluminum siding has an 8-inch reveal and the new vinyl siding would <br />have a 7-inch reveal to more closely resemble the original cedar clapboard. <br />The original siding beneath the aluminum is to be retained and preserved as <br />much as possible during the installation of the vinyl. The windows are not <br />original and there's likely not much historic material remaining, though South <br />Bend Roofing Siding and Window Co would like to retain historic material <br />found if possible. The gutter profile would not change, nor the appearance of <br />the non -historic, non-functional shutters. The visual impact of the home will <br />be kept intact. Based on the information provided prior to this public hearing, <br />staff makes a FAVORABLE RECOMMENDATION. <br />The applicant was represented by: <br />John Chupe and Jennifer Lackman Chupe, 1414 E Wayne St, South Bend, <br />IN, appeared in person. <br />The public was represented by: <br />There was no one from the public to speak in regard to this application. <br />After due consideration the following action was taken: <br />Upon a motion by Peter DeKever, and seconded by David Wyncott, and <br />UNANIMOUSLY carried by vote, the Historic Preservation Commission <br />APPROVES Certificate of Appropriateness Application #2025-0526. <br />Roll was called. <br />Commissioner DeKever: AYE <br />Commissioner Hough: AYE <br />Commissioner Downs-Krostenko: NAY <br />Commissioner Wyncott: AYE <br />Commissioner Andrews: AYE <br />Vote: 4-1. Four in favor, one opposed. <br />COA #2025-0626 is APPROVED. <br />iv. 2025-0703 1414 E Wayne St East Wayne St LHD, Ord. #7796-87 <br />(Audio Position: 00:29:32) <br />The staff report was presented by: <br />Kate Himick, Historic Preservation Specialist <br />Staff Recommendation: <br />The applicant has requested approval to one extend the existing back addition by <br />roughly 5 feet to gain more kitchen and bath space and construct A roughly 9 <br />by 9 mudroom and laundry room addition to the West of the existing. <br />Back addition related works include the following upper railing, existing <br />roofing to be removed, rubber roofing to be installed, back entry doors to be <br />replaced, the installation of a Marvin aluminum clad double hung window in <br />the location of existing second story exit and first story windows to be reused <br />in the extended edition.
