CITY OF SOUTH BEND AND ST. JOSEPH COUNTY HISTORIC PRESERVATION COMMISSION <br />IN, appeared virtually to represent the applicant. <br />The public was represented by: <br />There was no one from the public to speak in regard to this application. <br />After due consideration the following action was taken: <br />Upon a motion by David Wyncott, and seconded by Peter DeKever, and <br />carried by vote, the Historic Preservation Commission APPROVED <br />Certificate of Appropriateness Application #2025-0703. <br />Roll was called. <br />Commissioner Hough AYE <br />Commissioner Downs-Krostenko: NAY <br />Commissioner Wyncott: AYE <br />Commissioner DeKever: AYE <br />Commissioner Andrews: AYE <br />Vote: 4-1. Four in favor, one opposed. <br />COA #2025-0703 is APPROVED. <br />v. 2025-0707 1021 Hudson Avenue Riverside Dr LHD, Ord. #7469-85 <br />(Audio Position: 00:36:34) <br />The staff report was presented by: <br />Ross Van Overberghe, Historic Preservation Administrator <br />Staff Recommendation: <br />Project 1: Staff have reviewed a video supplied by the homeowner showing <br />the condition of the former garage. From the video it appears the garage was <br />in need of a roof, however, the concrete slab and walls and siding were in <br />restorable condition. Staff make a UNFAVORABLE RECOMMENDATION. <br />Project 2: The proposed front porch addition is not the full width of the house <br />making it unbalanced. The pedimented portico, the most character defining <br />feature of the facade, would be removed to construct the new porch. The <br />column switch from round to square, which is more craftsman in style, does <br />not fit the Colonial Style of the house. The Standards and Guidelines state <br />"Use materials that were available when the original porch was constructed, If <br />new alternate materials are proposed, then the new components must match <br />dimensions, profiles, detailing and finish of the historic components in the <br />design of the new porch." Due to loss of character defining features and an <br />unbalanced design, Staff make a UNFAVORABLE RECOMMENDATION. <br />Project 3: The Standards and Guidelines state "Screening with narrow wood - <br />framed screening or clear glass may be acceptable. Screens or glass should <br />be set back from porch columns and balustrade, so the porch still appears as <br />a porch, not as an enclosed room." The proposed project would enclose the <br />porch as a room. Staff make a UNFAVORABLE RECOMMENDATION. <br />The applicant was represented by: <br />Phillip Bess,1021 Hudson Ave, appeared in person as the applicant. <br />John Miller, architect, 1319 E South St, appeared in person to represent the <br />applicant. <br />The public was represented by: <br />William Wallace, 704 Forest Ave, appeared in person from the public to <br />speak in regard to this application. <br />Page 4 June 16, 2025 <br />
