SAFETY BOARD ASSISTANT <br />In the next four years the civilian Board of Public <br />Safety will face major challenges in crime control <br />and fire fighting. It is common knowledge that the <br />South Bend Fire Department will need not only effective <br />managemement but strong on- going direction from the <br />civilian Board of Public Safety. Additionally, the <br />current high crime rate will necessitate high quality <br />leadership by both the Board of Safety and the Police <br />administration. <br />For a number of years the City Council members and <br />mayors have recognized the need for strong "civilian" <br />staff support in the areas of police work and fire <br />fighting. The position of Safety Board Assistant will <br />provide that major civilian staff responsibility in my <br />administration. At the present time, I anticipate that <br />the monies for the position will come from General Reve- <br />nue Sharing funds. <br />The responsibilities of the Safety Board Assistant will <br />include the following: <br />I. Serve as major link on a day -today basis <br />between the Board of Safety, the Mayor, <br />the City Attorney and the police and fire <br />departments. <br />2. Explore more effective ways of fighting <br />crime, particularly the neighborhood - <br />burglary type of crime. <br />3. Work with the police department in reducing <br />civilian type work done by sworn police of- <br />ficers. <br />4. Develop and help to implement stronger and <br />more effective training programs for police <br />officers and fire fighters. <br />5. Develop and help to implement more comprehen- <br />sive fire prevention programs through the <br />fire department. <br />6. Work with the police officers in strengthen- <br />ing and changing the merit plan.of promotions. <br />7. And so on. <br />(2) <br />
