MANAGER, SECRETARIAL AND CLERICAL SERVICES <br />I am asking that the 1980 Salary Ordinance be amended <br />to delete the Mayor's Secretary position and to add <br />the Manager of Secretarial and Clerical Services. <br />This position will include a broadening of the present <br />duties of the Mayor's secretary to include respon- <br />sibilities in overseeing, in a general way, the work <br />of the secretaries and clerical workers in related <br />city operations. <br />Over the years, the clerical and secretarial needs of <br />the city operations have multiplied. It is time to <br />take a very good look at the way in which those ser- <br />vices are provided. Duties of the Manager of Secretarial <br />and Clerical Services will include general supervision <br />of secretarial /clerical work done for the Board of Works, <br />the Board of Safety, the Police Merit Board, the Housing <br />Hearing Officer and that of other related offices. Ad- <br />ditionally, this position will have major responsibility <br />for exploring new ways of handling secretarial and <br />clerical work, such as, secretarial pools, word proces- <br />sors, part -time scheduling of secretarial and clerical <br />personnel, and so on. <br />It is hoped that increased efficiency of the secretarial/ <br />clerical work will result in more than enough savings <br />to offset the increase of $3,927 required. An appropria- <br />tion bill for the additional monies needed will be filed <br />sometime in 1980. <br />FULL -TIME CITY ATTORNEY <br />1 am proposing that the position of City Attorney, pre- <br />sently a part -time position, be changed to a full -time <br />position. The 1980 Salary Ordinance establishes a <br />maximum salary of $15,157 for the City Attorney. In <br />addition, the City Attorney receives $5,270 as a Utility <br />Commissioner for the Bureas of Water and Waste Water. <br />This additional compensation, coupled with the base <br />salary, means that the City Attorney will receive <br />$20,427 in 1980. <br />1 am proposing that the base salary of $15,157 be in- <br />creased by $12,573 for a total of $27,730. Therefore, <br />a full -time City Attorney would receive a total compensa- <br />tion of $33,000. The $12,573 increase would be taken <br />from the $18,000 appropriated for legal interns in the <br />1980 budget. <br />(3) <br />
