Design to the Budget <br />The desired improvements for Phase 1, as we understand <br />and describe in this RFP, may exceed the amount of funding <br />available through the Section 108 HUD Loan program. As <br />part of the overall site plan development, DLZ will work with <br />the City to identify the priorities of the project and what can <br />be achieved in Phase 1, while staying within the available <br />funding. Those early coordination opportunities will be critical <br />to establishing an appropriate scope of improvements. <br />Environmental Documentation <br />The project's use of federal funding triggers compliance with National Environmental Policy Act (NEPA) <br />documentation requirements. DLZ has conducted preliminary reviews of GIS data available on the INDOT Red <br />Flag Investigation (RFI) template, IDNR's Indiana Buildings, Bridges, and Cemeteries Map website and other <br />information to identify potential "red flag" resources or issues that may need to be considered in the project's <br />design. Noteworthy red flag resources/issues include an active railroad and several hazardous materials sites. <br />No features anticipated to impede project development were identified. <br />The project involves redevelopment of previously disturbed/developed areas, including development of parking <br />lots and realignment of roadways. The proposed work types are not among those categorically excluded from <br />environmental documentation by USHUD (https://www.ecfr.gov/current/title-24/subtitle-A/part-58/subpart-D/ <br />section-58.35); therefore, an Environmental Assessment (EA) appears to be the appropriate level of NEPA <br />document. Given the previously disturbed nature of the project site, significant impacts are not anticipated, and <br />the EA is expected to culminate in a Finding of No Significant Impacts (FONSI). <br />NEPA ELEMENT <br />PRELIMINARY FINDING II=ftII <br />Section 106 - Historic <br />A Section 106 review is required to assess effects upon historic properties. A Finding of No Adverse Effects <br />Properties <br />is anticipated. <br />Wetlands, Streams and <br />Water Quality Impacts <br />No water resources were noted in the project area. No impacts are anticipated. <br />Threatened and <br />Programmatic consultation for bat species of concern using the on-line USFWS IPaC system, which <br />Endangered Species <br />streamlines the consultation process is anticipated. A "No Effect" determination, or a "May Affect, Not <br />Likely to Adversely Affect" determination is expected based on the project setting. <br />Hazardous Materials <br />Several hazardous materials sites were noted in and near the project area. No impacts to the project are <br />Sites <br />anticipated based on preliminary review of IDEM Virtual File Cabinet records. <br />NEPA Document <br />An Environmental Assessment (EA) is anticipated to be required. <br />Quality, Schedule & Budget <br />The ultimate success of any design project is generally judged on these 3 items. Was the project designed to a <br />high quality, finished on schedule, and within the Owners budget? DLZ is a local firm, with employees that live <br />and work in South Bend.
