Stormwater and Detention Design <br />A comprehensive stormwater management plan will be developed for the new mixed -income residential <br />community and the associated street connectors. It is anticipated that roof drains from the buildings and <br />storm inlets throughout the site will connect to an underground stormwater storage system. The design will <br />follow City of South Bend standards which require storage capacity for a 25-year storm event. Storm inlets <br />will be installed along the new street connectors to collect runoff from curb lines and low points. DLZ will <br />coordinate with the City regarding roadway drainage connections with the existing storm sewer system or <br />instead connect directly to the proposed underground storage. <br />Utility Coordination <br />Existing utilities may be located within the limits of the proposed connector streets, intersection <br />improvements and parking lot construction areas. Following completion of the site survey, utility verification <br />plans will be distributed to the utilities to confirm that their facilities have been accurately located. Any <br />utilities not identified in the survey will be added to the plans based on the utility information provided. Once <br />preliminary plan submission is reached, we will request utility relocation plans be developed by the utilities <br />that need to be relocated. <br />Public Engagement <br />We understand that the City ultimately serves its citizens and a community input meeting on August 13th, <br />2025 was held to communicate plans to local shareholders and provide opportunity for feedback. We <br />anticipate that the City may want to hold an additional public information meeting as the project is further <br />developed. DLZ will assist the City with presenting the proposed improvement plan and gathering feedback <br />from the community. <br />The Rabbi Shulman Building is still present in the Phase 1 <br />project area. It is our understanding the building is scheduled <br />for demolition this fall. <br />Intersection and crosswalk pavement treatments can be varied <br />to enhance visibility and promote pedestrian safety. <br />MDLZ <br />City of South Bend » Western Avenue Transformation District » 9 <br />
