Project Approach <br />STEP 2: SCOPING REPORT <br />■ Field observations in conjunction with available online <br />mapping data to determine the existing signal infrastructure <br />at each intersection. As a cost savings measure, UNITED WIII <br />work with the City to determine what existing signal equipment <br />is in good condition and working order, allowing the equipment <br />to remain in place. Rather than assuming all equipment will <br />be replaced, this method reduces construction costs for each <br />intersection. <br />■ A review of the signal design against current industry <br />standards and criteria. UNITED will identify potential upgrades <br />to bring signals into compliance with current design standards. <br />■ A preliminary Red Flag Investigation for the intersections <br />initially identified for modernization. Understanding the locations <br />and potential impacts to adjacent environmental resources may <br />impact the programming of future improvements. <br />■ A preliminary utility investigation to determine potential <br />impacts. UNITED will review planned signal improvements <br />against existing utility conditions to determine potential impacts <br />and anticipated relocations. <br />■ A review of existing right-of-way and identification of intersections where land acquisition maybe required.
