APPROACH <br />SIGNAL INVENTORY <br />As an initial task, we will prepare a comprehensive signal inventory building upon <br />South Bend's existing signal inventory. For the signal portion of the Asset Management <br />inventory, our team can leverage lessons learned from several previous GIS inventory <br />projects. For this project, we propose utilizing iPads with ESRI Field Map apps. This <br />method has worked very well for us previously since the app can be preconfigured to suit <br />the specific needs of this project. Within the Field Maps app, we can add a data dictionary <br />and add discrete symbols for all inventoried items. <br />Our team has extensive experience working in signal cabinets throughout the U.S. <br />Initially, we will perform an extensive field investigation at each signal to document <br />the existing timing plans along with all pertinent general timing inputs. Our team will <br />also check all the crosswalk distances and approach speeds to verify the vehicle and <br />pedestrian clearance intervals. We will document the age and general condition of each <br />signal cabinet and verify the operation of the vehicle detection system and pedestrian <br />push buttons. <br />We will also investigate what type of signal interconnect is being utilized (if applicable) and <br />verify its operation as well. Lastly, each signal will be checked for MUTCD compliance. If <br />any deficiencies are found, they will be noted with possible corrections. <br />SIGNALIZED INTERSECTION ADA COMPLIANCE EVALUATIONS <br />During field inventories, each intersection quadrant will be evaluated to determine if <br />the curb ramp facility and pedestrian push button locations adhere to best design and <br />construction practices, as outlined in current ADA/PROWAG guidelines and the MUTCD. <br />In general, the following aspects of the curb ramp facilities and pedestrian push button <br />related infrastructure will be documented: <br />+ Continuous pedestrian access route <br />(PAR) of no less than 4 ft in width is <br />provided within the limits of the curb <br />ramp facility <br />+ Minimum 4 ft x 4 ft level landing <br />area (e.g., no slopes exceeding 2%) is <br />provided adjacent to push button <br />+ Accessible Pedestrian Signal (APS) <br />units or other non-APS push buttons <br />with signs are present, as well as their <br />conditions <br />+ Push button is located within a <br />maximum 10-inch side -reach from the <br />adjacent level landing area <br />+ Push button is located within 10 ft of <br />the curb ramp opening <br />+ Push button is located within 5 ft <br />Sample traffic signal asset management map (Urbana, IQ <br />Following the collection gathered from the signalized intersections, <br />several matrices will be created to summarize the measurements <br />taken and check for overall compliance, when considering the <br />aggregation of the designated categories. Each category of ADA <br />compliance will be broken down into several different thresholds <br />to help document the severity of various deficiencies and prioritize <br />the order of improvements. Through close coordination with South <br />Bend's staff, we will ensure the field data is summarized in a manner <br />that best suits the City's needs to prioritize the improvement plans. <br />laterally of the crosswalk it is related to <br />+ Detectable warning panels are present, 0 <br />and if so, what their conditions are <br />+ If evident vertical discrepancies greater <br />than 1/4 inch between sidewalk panels <br />are present within the limits of the curb <br />ramp facility <br />+ Photographs of each curb ramp within <br />respective intersection quadrants <br />ATSPMs could be utilized to offset the cost for manual <br />measurements of stops and delays. This would also provide <br />the City of South Bend the ability to continually evaluate the <br />signal performance throughout the City. ATSPMs can also <br />send alerts to City staff, which will allow the City to proactive <br />instead of reactive in terms of signal performance with less <br />reliance on public complaints. <br />
