APPROAC <br />CMS PROCUREMENT <br />Lochmueller staff assigned to this project have extensive experience <br />relative to researching ATMS software alternatives and development <br />of requirements and specifications needed to procure new or upgraded <br />central systems. Tyson has participated in or led the procurement of <br />multiple software solutions while at MoDOT and Lochmueller, including <br />ATMS software, central data portals, and complex smart work zone <br />systems for multiple large-scale construction projects. <br />Similarly, Rich will utilize his experience working for various signal system <br />vendors related to these types of central software solutions. Systems <br />engineering processes are an important tool to use when developing <br />system/user requirements, concept of operations, and detailed <br />document development. Our team is proficient in the use of these <br />principles as they relate to technology procurement and how they lead to <br />successful end products. <br />Because Lochmueller works with central signal system software on a <br />near daily basis, we are uniquely positioned to understand current <br />functionality and potential improvements to develop new central <br />software procurement documents for South Bend. Noting the ATMS <br />market has shifted dramatically over the last decade from hardware -heavy <br />client -server solutions to either a hybrid or full cloud -based system, many <br />options would be available to the City and its partners going forward. <br />Agencies frequently request pricing for both options for five years to <br />consider which option is in their best interest. <br />66 This has been an incredible outcome and <br />worth the wait. Hardware DocumenVApproval <br />Development <br />Field Installation <br />Time Line Development Processes <br />ADAPTIVE TIMING SYSTEM PROCUREMENT WITH VIDEO DETECTION <br />Lochmueller staff will use FHWA's systems engineering approach in helping South <br />Bend procure an adaptive signal timing system with associated computer vision <br />based camera systems for stop bar and advanced detection. Adaptive timing can <br />be summarized into two categories: pattern -based and real-time. Our staff has <br />experience with both types of adaptive timing systems (Centracs Edaptive, Q-Free <br />Maxtime Adaptive, and Yunex SCOOT/Fusion). Each system has its strengths and <br />weaknesses. <br />Some modern detection systems can also detect and send alarms in advance of near - <br />miss collisions. Alarms can either be sent to flashing beacons or directly to connected <br />vehicles by utilizing RSUs. The adaptive timing and detection system will also be vetted <br />to make sure they are compatible with the proposed CMS. Most adaptive timing <br />systems require both stop bar and advance detection, and all prospective systems will <br />be vetted for compatibility with the adaptive systems being considered. <br />Further, emerging initiatives gaining popularity such as ATSPM, ICM, Smart City, <br />impending collision warning and alerts, emergency and priority pre-emption, and <br />C-V2X integration are all important topics to consider when determining how to best <br />shape requirements to include in solicitation packages. Our team includes staff with <br />experience at both the national and local level, with long histories working with <br />ATMS software solutions, ensuring the City and other end users an end product <br />that will meet or exceed expectations. <br />LOCHMUELLER GROUP 17 <br />
