<br />Achieving meaningful XBE participation requires more than meeting minimum requirements —
<br />it takes intentional planning, dedicated resources, and a shared commitment across the project
<br />team. The Skillman team is prepared to invest the time, effort, and expertise necessary to
<br />maximize XBE participation on the Kennedy Park project.
<br />Clear Objectives
<br />We will develop a tailored outreach strategy aligned with the City's goals for inclusion, economic
<br />opportunity, and community engagement. Our plan will include clearly defined objectives such
<br />as increasing XBE participation, fostering economic empowerment, and creating sustainable
<br />opportunities for underrepresented businesses throughout the project lifecycle.
<br />Comprehensive Approach
<br />Our strategy goes beyond traditional outreach by engaging multiple channels to reach XBE firms.
<br />This includes targeted marketing (social media, direct outreach, email campaigns), one-on-one
<br />engagement, networking events, mentorship programs, and collaboration with XBE-focused
<br />organizations and associations. By taking a multi -faceted approach, we create more meaningful
<br />and measurable results.
<br />Dedicated Resources
<br />The Skillman team has committed a specialized group of professionals solely focused on XBE and
<br />DEI outreach. Our team will lead the outreach strategy and execute a comprehensive inclusion
<br />plan, including targeted outreach sessions, pre -bid meetings, and direct engagement with XBE
<br />firms. Utilizing Skillman's in-house marketing department, the team will have access to project -
<br />specific outreach materials (flyers, digital content, websites) and distribute them through trusted
<br />community channels to maximize awareness and participation among local XBE businesses.
<br />We will manage all tracking and reporting of XBE participation, facilitate follow-ups during the
<br />pre -qualification and bidding phases, and ensure real-time feedback and support is available for
<br />interested firms. This dedicated team will manage all aspects of the plan, strengthen relationships
<br />within the XBE community, and ensure ongoing support throughout the duration of the project.
<br />Effective Communication
<br />We emphasize open, direct, and transparent communication with XBE contractors. Our team
<br />will clearly communicate upcoming opportunities, project timelines, qualification requirements,
<br />and the benefits of working on City projects. This level of engagement builds trust, encourages
<br />participation, and ensures that interested firms fully understand the process and available support.
<br />Inclusive Policies and Practices
<br />Skillman implements policies that remove barriers to participation and promote long-term success
<br />for XBE contractors. These include simplified procurement processes, prompt payment practices,
<br />technical support during pre -qualification, and ongoing mentorship. By fostering a welcoming
<br />and supportive environment, we help ensure that XBEs are positioned to compete and succeed.
