Addressing City Specific Goals <br />Local Labor & E Verify <br />Skillman is committed to ensuring the City's dollars remain local and are reinvested in the community. We have assigned <br />construction project personnel who reside in St. Joseph County and will leverage our strong relationships with the county's <br />contracting community to help achieve the City's local participation goal. All on -site personnel and subcontractors will participate <br />in the E Verify Program per Indiana Code 22-5-1.7-11, and only compliant subcontractors will be engaged, ensuring adherence to all <br />State and Federal requirements. <br />Fair Bidding & Contractor Engagement <br />In line with the City's preference, Skillman does not self -perform, relying on pre -qualified subcontractors to deliver high -quality, <br />coordinated work. Our focus on construction management eliminates conflicts of interest and fosters cooperative relationships <br />across all trades. Through transparent contractor pre -qualification, bid package structuring, and early engagement, we maximize <br />competition, minimize costs, and ensure the highest project value. <br />Sustainability <br />Skillman is committed to sustainable construction and minimizing environmental impact. We have delivered 16 LEED-certified <br />facilities totaling over $300M in construction and maintain a staff of 12 LEED APs, including full-time estimators. Even when <br />formal LEED certification is not pursued, we identify LEED points, develop a certification template, and incorporate enhanced <br />commissioning to maximize the performance and long-term value of building systems. <br />Guaranteed Maximum Price (GMP) <br />Our approach to establishing the GMP is tailored to maximize value and minimize risk. For public clients like the City, we <br />recommend establishing the GMP after bids are received from first -tier contractors on 100% complete construction documents, <br />reducing risk and eliminating allowances for incomplete design. This method improves accuracy, drives competition, and ensures the <br />GMP reflects actual construction scope. For phased projects, GMPs can be established per phase and amended as subsequent phases <br />are bid, consistent with AIA contract protocols. <br />Project Schedule & Management <br />Skillman will manage a schedule aligned with the City's anticipated early 2026 start and fall 2027 completion. The on -site Skillman <br />Site Manager will oversee daily field activities and coordinate schedule updates with trade contractors every two weeks. This proactive <br />management ensures materials and resources are on -site when needed, preventing delays and keeping the project on track. <br />Skillman Commitments <br />Single point of responsibility. Skillman is your single point of responsibility, and we will remain involved in all project activities <br />throughout each phase. We will assist you in making informed decisions that can minimize costs and change orders. <br />Proactive and collaborative process. Our experienced staff works collaboratively to identify issues and proactively develop <br />solutions, saving time and money throughout the project. <br />Place the needs of the owner first. Complete client satisfaction is our top priority. We prioritize the needs of our project owners and <br />collaborate with the project team to ensure owner advocacy and project transparency. <br />Maximize value to the owner. With our estimating team's expertise across disciplines, we are able to find ways to add value <br />throughout the project and keep the project on budget instead of having to "engineer" it in at the end. <br />All team members succeed. Skillman has a corporate policy to not self -perform trade work, which means we do not compete with <br />subcontractors. We have long-standing, positive relationships with regional contractors and are able to provide increased competition <br />and better bid results. <br />Exceed owner's expectations.
