A starting point for this process begins with the contractor requirements outlined in Indiana Code (IC 5-16-13). While CMc projects are exempt from this statute, its criteria provide a strong baseline for contractor requirements. These include contractor qualification through the Indiana Department of Administration, submission of a written drug testing plan, proof of minimum insurance coverage, compliance with mandatory training standards, and enrollment in E-Verify. Additional factors may be considered to further evaluate contractor capability and alignment with the District's goals. These could include financial stability, history of litigation or claims, local participation, XBE certifications, workforce development efforts, and compliance with certified payroll requirements. Ultimately, any pre -qualification program should be a collaborative effort involving the Owner, architects, and construction management team.
