PROJECT APPROACH <br />4. GMP <br />Garmong recommends establishing the Guaranteed Maximum Price (GMP) after the competitive bidding process has been <br />completed. This approach aligns with the City of South Bend's cost/benefit objectives by providing greater cost certainty and <br />transparency. <br />By waiting until subcontractor bids are received, we can: <br />Reduce Contingencies: With actual bid data in hand, we can minimize the need for broad estimating assumptions, resulting <br />in a more accurate and lean GMP. <br />Clarify Scope and Alternates: The City will have a clear understanding of which scope items and alternates are included <br />in the GMP, allowing for informed decisions on value engineering opportunities and scope adjustments prior to GMP <br />finalization. <br />Enhance Owner Confidence: Establishing the GMP post -bid ensures that the Owner enters into the agreement with full <br />visibility into market pricing, subcontractor qualifications, and the impact of any design refinements. <br />Support Competitive Pricing: This timing allows Garmong to leverage competitive tension among bidders, ensuring the City <br />receives the best value for each trade package. <br />Contingency Approach: Garmong will structure contingency to reflect the actual risk profile of the project at the time of <br />GMP development. We would anticipate a construction contingency of 3% for a project of this size with a GMP execution <br />after bidding. <br />5. Project Schedule <br />Garmong is fully prepared to meet the City of South Bend's project schedule for the Kennedy Park Aquatics and Recreation <br />Center. We understand the importance of beginning construction in early 2026 and achieving substantial completion by fall <br />2027, contingent on state approvals. <br />Our team will work proactively during preconstruction to align design development, permitting, and bidding milestones with the <br />overall schedule. We will also implement detailed construction phasing and sequencing strategies to ensure timely delivery of <br />both the aquatics center and park amenities. <br />Approach to Final CMC Contract <br />Garmong is pleased to confirm that, having recently completed the MILK Dream Center Project for the City of South Bend using <br />the CMc delivery method, we are fully familiar with and supportive of the City's standard CMc contract format. In fact, we <br />would be willing to utilize the exact same contract as previously drafted and executed by the City. <br />As a result, no negotiation phase would be necessary, and we could be under contract in less than one day following selection. <br />This streamlined approach eliminates delays, ensures alignment with City expectations, and allows the project to move forward <br />efficiently. <br />Should any adjustments be required, our team is prepared to collaborate promptly with City representatives to finalize the <br />CMc agreement. Based on our prior experience, we estimate that even with minor revisions, the contract could be reviewed, <br />approved, and executed within 5 business days of selection. <br />Communication <br />Garmong maintains a structured and transparent communication process throughout all phases of a project. Our team will <br />provide consistent updates to the Owner through weekly progress meetings, detailed monthly reports, and collaborative project <br />management platforms. All communication will be aligned with the City's requests and expectations.
