selected by the Mayor for two year terms and three (3) members <br />selected by the Mayor for three year terms. All members shall <br />serve at the pleasure of the appointing party. <br />(e) Filling Vacancies. Successors to all members of the Council <br />shall be appointed for temrs of three (3) years except when appointed <br />to fill a vacancy, in which case such appointment shall be for the <br />unexpired portion of the term. <br />(f) Compensation. All members,of the Council shall serve <br />without compensation. <br />(g) Quorum. A majority of the membership of the Council shall <br />constitute a quorum. <br />(h) Official Action. It shall take the concurrence of a majority <br />of the Council to take official action. <br />(i) Election of Officers. Within four (4) weeks after the <br />effective date of this ordinance, all members shall be appointed.. <br />Within forty -five (45) days after all of the members have been ap- <br />pointed, as herein provided, they shall hold a meeting to select a <br />President, Vice President, second Vice President and Secretary. At <br />the first meeting of every calendar year thereafter, such officers <br />shall be selected in the same manner. <br />(j) Meetings. The Council shall meet not less than nine (9) <br />times per year at the call of the Chairman. <br />(k) Purpose and Specific Objectives. The purpose of the Council <br />shall be to work with the Office of the Mayor, the Common Council, and <br />other city officials in addressing both the needs and problems of <br />South Bend's older adults as well as the problems and challenges <br />facing all citizens of the community. In carrying out this general <br />purpose, the Council shall: <br />(1) Review and evaluate, on a continuing basis, city <br />policies, programs, and activities regarding older adults for the <br />purpose of appraising their value and their impact on the lives of <br />South Bend's older adults. <br />(2) Serve as spokesmen and advocates on behalf of <br />South Bend's older adults by conducting studies on matters of concern <br />to older adults, developing recommendations for action if appropriate <br />and advocating such action. <br />(3) Advise the Mayor and Common Council concerning the <br />special needs of older adults. <br />(4) Serve as a liaison with city government departments, <br />agencies, and other municipal agencies in providing services to older <br />adults when problems arise; and to serve as a liaison between the <br />individual citizen and the proper agency including State and National <br />Commissions. <br />(5) Develop as a <br />of accumulating information and <br />problems, and then transmitting <br />of the City. <br />(6) Prepare and <br />each calendar year with the City <br />Council's activities of the past <br />ensuing year. <br />coordinating body for the purpose <br />receiving input from citizens on <br />such information to the proper agency <br />file an annual report at the end of <br />clerk's office describing the <br />year and anticipated goals of the <br />i <br />
