Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />Elements to be Developed over the Short Term <br />(One to Three years) <br />*Community Policing <br />GOAL: Reduce the fear of crime in the South End neighborhood by the <br />higher visibility of police patrols <br />PROJECT: Through community policing, reduce the fear of crime, build <br />direct communication links between the police and the <br />neighborhood, and generally make the neighborhood safer. <br />ASSETS: -Existing community policing _programs (NRAP patrols, <br />neighborhood watch, MARC, etc.) <br />-New omnibus crime legislation. <br />-Neighborhood telephone chains. <br />-The lock and security program. <br />BARRIERS: -Police precinct stations tried unsuccessfully in the past. <br />-Lack of police manpower for foot patrols. <br />-Perception that Police are unwilling to walk or bike neighborhood <br />on a regular basis. <br />ACTION STEPS: <br />1 . Using the new omnibus crime legislation, starting in fiscal 1995, provide <br />two officers for each beat, working out of the partnership center, to <br />provide a combination of foot and bicycle patrols as a demonstration <br />project for the City. <br />2. Under the direction of the police department supervisors, provide for <br />officers to spend regular office hours at the center to take citizens <br />complaints and gather information about illegal activities occurring in the <br />neighborhood, ie. drug houses, gang activity, and expand key programs <br />such as the neighborhood watch. Must be coordinated with the activities <br />of the SEAL newsletter and Partnership Center committee. <br />105 <br />
