Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />3. SEQL Board/Neighborhood Security Task Force meet with police quarterly <br />to monitor the program and to improve it, including additional programs <br />operated the partnership center. <br />4. City to create financial incentives, ie. special mortgage program, to <br />encourage police to live in South East neighborhood as well as other at risk <br />neighborhood in the City. <br />Elements to be Developed over the Medium Term <br />(Three to Five years) <br />"Safe Havens <br />GOAL: Safe, drug -free, gang -free environments for both students and <br />adults rn which to learn and improve their skills <br />PROJECT: Establish safe havens at the new Riley High School campus, the <br />New Boys and Girls Club and South East Partnership Center for <br />both students and adults from the community. <br />ASSETS: -New construction at Riley High School and Boys and Girls Club <br />and rehabbed South East Partnership Center. <br />-Adult and high school educational programs (including project <br />DARE). <br />-Crime prevention programs operated out of partnership center. <br />BARRIERS: -Danger to children on the street and at school from drug dealing, <br />gangs and threats of violence, including from knives and guns. <br />-Lack of access to school sites after regular school day. <br />ACTION STEPS: <br />1 . Under the direction of the Boards and staff, design a new Riley Campus <br />and Boys and Girls Club, which are safe, full service, and designed for <br />adult as well as student educational weeds, and operating a program <br />which benefits the community through an extended day into the evening <br />hours. <br />106 <br />
