Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />Assets: Work has been started by the Task Force <br />Strong residential base <br />Churches <br />SEQL <br />South Bend Heritage Foundation <br />Institutional partners in the Redevelopment Area <br />Relationship with the City <br />Barriers: Lack of organization within the community <br />Speed bumps will be a challenging issue to overcome <br />Some may oppose parking on only one side of the street <br />Lack of funding <br />Pathway Plan difficult to extend into neighborhood <br />Action Steps: <br />1 . Translate land use concepts developed by the Task Force into a land use <br />plan for adoption by the City. Include: <br />a. The maintenance and enhancement of the single-family residential <br />environment south of the alley just north of Broadway; <br />b. The revitalization of the business corridors along Michigan and Miami <br />streets for neighborhood retailing; <br />C. The expansion of the Riley campus with appropriate gateways and <br />buffers to surrounding residential areas; <br />d. The incorporation of the Ivy Tech, Youth Correctional Facility, Boys <br />and Girls Clubs and other institutions in a coordinated campus; <br />e. The introduction of the South Bend Heritage residential project and <br />other new low density residential environments in conjunction with <br />a neighborhood open space north of Broadway; <br />f. Plan for interim uses of all vacant property; may include "victory <br />gardens", tot lots, mini -arboretums, public nurseries, etc. <br />g. Identification and development of a park designed for neighborhood <br />use, with adequate visibility from residential properties, and <br />appropriate links to other open space within the neighborhood; <br />h. The linkage of existing and future neighborhood parks through a <br />pedestrian and bicycle trail network; and, the enhancement of the <br />Bowman Creek as a environmental asset to the neighborhood. <br />W. <br />
