Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />neighborhood action. The principal elements of the strategy include: <br />❑ Taking actions to ensure that the residential core remains residential; <br />❑ Enhancing the quality and extent of neighborhood -oriented <br />businesses; <br />❑ Developing institutional uses as neighborhood assets; <br />❑ Creating a balance between residential, commercial, institutional and <br />recreation uses. <br />Phases <br />The further development of several critical partnerships are important early <br />steps which will advance additional successes. Development of these <br />partnership will not only enhance the credibility of the neighborhood <br />organization in the eyes of potential supporters (including potential funders), but <br />these partnerships will provide strength in numbers. SEQL as an organization <br />will increase its ability to successfully implement programs through key <br />alliances. The partnerships include the relationship between the following: <br />• SEQL and the South Gateway Business Association; <br />• SEQL and L1SC; <br />SEQL and South Bend Heritage Foundation; and, <br />SEQL and the City of South Bend, including but not limited to: <br />Departments of Code Enforcement, Division of Neighborhood Planning and <br />Development, Department of Economic Development, Parks and <br />Recreation, and the County City Zoning officials. <br />Elements to be Developed Immediately <br />Goal: Ensure continuity of the neighborhood as predominantly single-family <br />and Drotect the core residential area from non-residential <br />encroachment. <br />Project: Implementation of land use and transportation plan and modifications <br />to the City's Zoning Ordinance. <br />45 <br />
