Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />Action Steps, <br />1 . Assign SEAL representatives to follow through with establishing the 501 <br />C (3) status of the SEQL organization. <br />2. Establish a relationship for funding and program assistance with the Local <br />Initiatives Support Corporation (LISC). SEQL receives training, assistance <br />in application, and post -CDC designation support from LISC. <br />3. Work with the Land Use Task Force to modify Zoning Ordinance to allow <br />only single family residential zoning within the neighborhood. <br />4. In partnership with the City of South Bend establish an overlay district <br />requiring inspection of dwellings as to increase effectiveness of code <br />enforcement in advance of decay and abandonment. <br />S. Request the City to revisit the landlord/tenant monitoring system issue. <br />6. Prevent vandalism of vacant homes and homes to be moved with the <br />installation of a security system. <br />7. Work with the Division of Planning and Neighborhood Development to <br />access funds identified in the Housing Consolidation Plan. <br />8. Establish partnership with local financial institutions. <br />a. Create a loan program with low interest rate for residents to <br />complete minor repair work. <br />b. Use SEQL as a co -applicant and guaranteeor so that income and <br />credit constraints can be minimized. <br />9. Create a database of local licensed and respected craftpeople and <br />contractors for resident referral. <br />10. Create a Loan -a -Tool program (similar to a library lending system) <br />organized through the Partnership Center. <br />a. Inventory persons interested in participating. <br />b. Establish lending circle and/or "fee" system. <br />C. Inventory available tools. <br />11. Create "Self-help Teams" for neighborhood rehabilitation and fix -up <br />projects through SEAL. <br />a. Inventory and organize neighborhood residents' talents (e.g. <br />carpenters, plumbers, painters). <br />b. Organize teams based on project needs. Projects may include <br />assisting neighborhood residents correct code violations, elderly <br />home fix -up and rehabilitation projects, etc. <br />C. Establish parameters based on a "barter system" for "payment" for <br />services rendered (e.g. I'll babysit your child for three hours if you <br />fix my leaking sink). <br />d. Using Self-help Teams as instructors, organize classes to instruct <br />potential, new, and existing homeowners on proper home <br />maintenance. <br />e. Encourage local youth to work on the Teams to gain skills and <br />mentoring. <br />23 <br />
