Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />3. Take ownership of suitable homes from Riley and institute immediate <br />security measures (e.g. install alarm system) to assure their safe keeping. <br />4. Match specific homes to specific vacant properties. <br />5. Seek additional funding of outside sources (CDBG, L1SC, potentially UEA <br />grants) and partnerships with local churches to nurture and orchestrate the <br />movement and rehabilitation of identified homes and lease/ownership of <br />Riley homes. <br />6. Recruit potential developers and home builders for new construction in <br />vacant parcels not planned to accommodate relocated homes. <br />a. Identify potential financial incentives to attract developers and home <br />builders <br />b. Create marketing brochure <br />7. Identify prospective occupants based on those individuals who are in <br />homeowner education programs such as described in the next step. Assist <br />in homeowner placement with rehabilitated and new units. <br />8. Other parcels not planned to accommodate relocated or new construction <br />which are adjacent to owner -occupied single family homes should be <br />offered for sale to that owner for $1 . <br />Elements to be Developed Over the Short -Term: 3 to 5 Years <br />The neighborhood must stabilize the housing stock toward the goal of a stable, <br />predominately single family neighborhood. Stabilization begins with preventing <br />the slow erosion of the existing single family housing stock. <br />Goal: Stabilize the housing stock <br />Project: Establish a neighborhood -based community development corporation <br />to intercede and prevent the further decay of homes and blocks within the <br />neighborhood. <br />Assets: SEQL <br />Partnership Center <br />Residents with skills <br />LISC <br />Division of Planning and Neighborhood Development <br />Riley High School <br />Area Churches <br />Expanding federal support for CDC's <br />Barriers: Lack of current organization within SEQL <br />Lack of community organization <br />22 <br />
