Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />12. Initiate neighborhood -based, clean up programs. A part-time staffperson <br />would be instrumental in the organization and implementation of these <br />programs. <br />a. Establish an annual housing rehabilitation program based on <br />Christmas in April program utilizing volunteer energies and donated <br />materials. <br />b. Establish a monthly clean-up program. One day of one weekend per <br />month, residents move out in force to pick up trash, mow lawns, <br />rake leaves, etc. throughout the neighborhood. <br />Elements to be Developed Over the Long -Term: 4 to 6 Years <br />Goal: Increase the number a_nd percentage of owner -occupied single-family <br />homes. <br />Project: Create a neighborhood based finance corporation to serve as the <br />non-profit mortgage banker to finance the purchase and/or <br />improvements of single and multi -family housing. <br />Assets: LISC <br />SEQL <br />Community Reinvestment Act <br />Residents <br />Local banks <br />Riley High School <br />CASH + program <br />Barriers: Outsiders' negative perception of the neighborhood; <br />Lack of expertise and organizational capacity within SEAL <br />Action Steps: <br />1. Maintain relationship for funding and program assistance with the Local <br />Initiatives Support Corporation (LISC). <br />2. Establish Task Force to focus on creating the neighborhood -based finance <br />corporation. <br />3. Neighborhood Finance Corporation enters into agreements with local <br />financial institutions to commit loan pool funds for use in rehabilitation <br />projects and new construction of single family homes. <br />4. Neighborhood Finance Corporation develops a Plan for Acquisition the goal <br />of which is converting existing, suitable renters within the neighborhood <br />into owner -occupants, and recruitment of families to become owner <br />occupants of substantially rehabilitated single family homes. <br />24 <br />
