Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />with the construction of duplexes. Redevelopment in areas surrounding the <br />relocated park north of Broadway should encourage single family or duplex <br />home construction to maintain and contribute to the single family character of <br />the neighborhood. <br />Elements to be Developed Immediate <br />Goal: Adoption of a flexible strategic plan which guides the future efforts <br />towards achievement of SEQL's housing goals <br />Project: Establish and maintain a success monitoring system. <br />Assets: Division of Planning and Neighborhood Development/Department of <br />Economic Development <br />SEQL <br />Partnership Center <br />Barriers: Lack of participation <br />Action Steps: <br />1. Establish a standing committee within SEAL to track key neighborhood <br />trends and prepare an annual report detailing the results. <br />a. In conjunction with the work of the Capacity Building Task Force, the <br />committee should obtain and create a database of key information. <br />Some of the key information to obtain includes the number of real estate <br />transactions; demographic information on new households in the <br />neighborhood; tracking the value of homes; number of applications for <br />building permits; and code violations and compliance. <br />b. The committee, with assistance from the Divsion of Planning and <br />Neighborhood Development, should analyze these trends to determine <br />if the neighborhood is moving toward its desired goals. For example, the <br />number of building permits issued during the year will indicate the type <br />and levels of new construction — if new construction is multi -family or <br />single family. Trends will indicate if the permit is for rehabilitation work <br />or conversion of single family homes to multi -family homes. Frequent <br />trend analysis is essential to guarantee that the neighborhood is moving <br />in the desired direction. if trends are not reflecting a movement toward <br />the desired goals, SEQL must readjust its priorities and actions. <br />2. Establish a "Welcome Neighbor" program. The "Welcome Neighbor" <br />program would not only assist in the monitoring of key trends, but would <br />also enhance the network of SEQL's membership. <br />20 <br />
