Southeast Quality of Life <br />Strategic Neiqhborhood Action Plan <br />HOUSING STRATEGIC PLAN <br />The Housing Task Force was formed in response to an identified need during <br />the public input sessions to address issues specifically related to housing. The <br />Task Force was empowered with the following Mission: <br />The Task Force should identify actions which will increase the quantity <br />and quality of housing which meets the requirements of residents and <br />increase the level of home ownership. <br />Strategic Methodology <br />Based on this charge and input from interviews and the neighborhood forum, <br />the Task Force identified several high priority goals aimed at creating a higher <br />quality of life in the neighborhood. To accomplish the goals, the Task Force <br />identified a strategy to guide the development of actions and implementation of <br />the Strategic Plan. <br />Strategy. Stabilize the neighborhood through active rehabilitation of ✓ <br />homes and increased homeownership; infill vacant property with <br />relocated homes and new single-family scale homes; encourage new <br />construction of homes north of Broadway. <br />Phases <br />Phasing implementation of the strategy was discussed by the Housing Task <br />Force. The group came to the consensus that stabilizing the neighborhood is <br />the too priority for immediate action. Halting the additional boarding and <br />demolition of homes and the conversion of single family dwellings to multi- <br />family structure is an essential first step in the Strategic Plan. <br />After the neighborhood has been stabilized, the vacant properties should be <br />infilled with quality homes. Some of the infill homes may have been those <br />originally targeted for demolition due to construction of institutional uses north <br />of Broadway. Other infill homes may be new construction. All infill of vacant <br />Proper -ties should adhere to the neighborhood's Future Land Use Plan. Infill <br />development should be targeted to a limited area of concentration and expanded <br />to adjoining areas, rathern than scattered throughout the neighborhood. <br />In addition to infill of vacant lots within the neighborhood, construction of new <br />homes should be encouraged and continued.
