iii <br />The purpose of a plan is to develop a shared long- <br />range statement of what a neighborhood, or other <br />area of the city, wants to achieve. It communicates an <br />area’s intended direction to residents, business and <br />property owners, service providers, and other deci- <br />sion makers. <br />The goal of a plan is to create more attractive, con- <br />venient, efficient, equitable, and healthy places for <br />present and future generations. It aims to ensure an <br />area’s needs are met and new development is accom- <br />modated while the positive aspects and character of <br />the area is maintained. <br />A plan provides a broad framework for future devel- <br />opment and a starting point for more detailed plan- <br />ning and public engagement as individual projects <br />are pursued. The plan will continually evolve to meet <br />the changing needs of a community. A plan is not <br />intended to represent the exact results expected from <br />its implementation. <br />How are Plans Used? <br />1. Neighborhood residents will use the plan to gain <br />an understanding of planning initiatives in the <br />short, medium, and long terms. <br />2. Public officials and community leaders will use the <br />plan to direct funding and to make decisions on <br />zoning and land use issues. <br />3. Planners and City staff will use the plan to un- <br />derstand key issues important to the area and as <br />a guide to implementing priority projects and <br />initiatives. <br />What is a Plan?
