1 <br />The Near Northwest Neighborhood Master Plan looks <br />at the overall area and uses the community’s vision as <br />a basis to provide a broad framework which identifies <br />principles and concepts for future development and <br />improvements. The plan identifies long-term phys- <br />ical improvements for a 20-year period while being <br />mindful of short-term opportunities. The purpose of <br />this plan is to: <br />• serve as a guide to business and property owners, <br />residents, developers, City staff, elected officials, <br />and others in making investment, land use, and <br />design decisions; <br />• provide context for existing neighborhood en- <br />hancement efforts; <br />• provide a set of recommendations that will help <br />guide decision making in the Near Northwest <br />Neighborhood; <br />• build confidence for future investment by neigh- <br />borhood stakeholders and other community <br />partners; <br />• instill pride for residents who believe in their <br />neighborhood’s potential; and <br />• improve quality of life for residents, their children, <br />and grandchildren. <br />The plan builds upon City Plan, South Bend’s Compre - <br />hensive Plan, but provides a more specific framework <br />for the Near Northwest Neighborhood. <br />The Near Northwest Neighborhood is located just <br />north and west of downtown South Bend. It is bound- <br />ed by the St. Joseph River & former railroad tracks to <br />the north, the St. Joseph River to the east, Lincoln Way <br />West / LaSalle Ave to the south and the former rail- <br />road tracks to the west. <br />The Near Northwest Neighborhood has proximity <br />to the University of Notre Dame, St. Mary’s College, <br />and Holy Cross College. In addition, Michigan Street, <br />which is a major north/south corridor that goes <br />through downtown South Bend and extends north <br />into the state of Michigan and to the south towards <br />Indianapolis, runs through the eastern portion of the <br />neighborhood. <br />The Near Northwest has, within its boundaries, four <br />local historic districts (Chapin Park is also a national <br />historic district) and the City’s only local historic land- <br />scape landmark, Leeper Park. <br />Near Nor thwest Neighborhood <br />Location of Near Northwest Neighborhood in the City of South Bend <br />Introduction <br />NORTH
