<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Voorde stated
<br />that the Personnel & Finance Committee . met on this bill and recommends this bill to
<br />council favorable as amended. Katherine Humphreys, City Controller made the
<br />presentation on the bill. She indicated that this bill amends Ordinance No.
<br />7998 -89 which fixes maximum salaries and wages of non - bargaining employees. She
<br />stated that the changes as proposed are either technical corrections or the
<br />addition of positions which were inadvertently omitted from the original
<br />ordinance. She indicated that in addition to the technical corrections there are
<br />amendments in sick -leave language and making it consistent with changes made by the
<br />Council late last year. She indicated that this language serves to clarify the
<br />accumulation of sick time for non- barganing employees. The amendments are as
<br />follows: In the Department of Code Enforcement, Dept. 97, Inspector III the pay
<br />should be changed to $19,500 in 1990; $20,300 in 1991; $21,000 in 1992. In the
<br />Equipment Service Dept. 92, Superintentend IV should be omitted. Superintendent
<br />of Operations should be added. Parts Foreman should be changed to Parts Manager.
<br />Fiscal Aide should be added with a salary of $17,778 in 1990; $18,414 in 1991; and
<br />$18,966 in 1992. Secretary II should be changed to Secretary III with a salary of
<br />$14,606, in 1989; $15,312 in 1990; $15,898 in 1991 and $16,375 in 1992. In the
<br />Legal Dept. 05, Deputy City Attorney I the salary should be $13,717 in 1989;
<br />$13,994 in 1990; $14,344 in 1991; $14,714 in 1992. In the Park Dept. 24 the
<br />position of Coordinator of Program Development should be added, with a annual
<br />salary of $20,635 in 1990; and $21,328 in 1991 and $21,968 in 1992. The position
<br />of Park Police should be added with a salary of $7.53/hr in 1989 $7.78/hr in 1990;
<br />$8.03 /hr in 1991; $8.33/hr in 1992. In the Parking Garage Dept. 35 the position of
<br />General Foreman the pay should read as follows $6.71 in 1989; $6.96 in 1990; $7.21
<br />in 1991 and $7.46 in 1992. In the Department of Sanitation Dept. 33 the position
<br />of Superintendent II should be changed to Superintendent III. In the Department of
<br />Sold Waste Dept. 22 the position of Superintendent I should be added with an annual
<br />salary of $24,445 in 1989; $25,249 in 1990; $26,034 in 1991; and $27,769 in 1992.
<br />The position of Superintendent III should'be''added with an annual salary of $25,575
<br />in 1989;$26,500 in 1990; $27,400 in 1991 and $28,250 in 1992. In the Wastewater
<br />Dept. 30 the position of Director Division of Wastewater should be changed to
<br />Director of Environmental Services. The position of Superintendent of Maintenance
<br />should be added with the salary of $28,050 in 1990; $28,900 in 1991; and $29,700 in
<br />1992. The position of Superintendent III should be added with the salary of
<br />$26,157 in 1990; $26,961 in 1991; $27,769 in 1992. The position of Superintendent
<br />II should be added with the salary of $25,765 in 1990; $26,560 in 1991; $27,357 in
<br />1992. The position of Superintendent I should be added with the salary of $25,249
<br />in 1990; $26,034 in 1991; and $28,815 in 1992. The position of Project Engineer
<br />the salary should be adjusted to $26,712 in 1990; $27,526 in 1991 and $28,352 in
<br />1992. In the Department of Water Works Dept. 29, the position of Chemist IV should
<br />be added with the salary to be $24,901 in 1990; $25,679 in 1991; $26,449 in 1992.
<br />The position of Chemist III should be added with the salary to be $22,881 in 1990;
<br />$23,619 in 1991 and $24,327 in 1992;. The position of Chemist II should be added
<br />with the salary to be $21,366 in 1990; $22,073 in 1991 and $22,736 in 1992. The
<br />position of Chemist I should be added with the salary of $19,851 in 1990; $20,528
<br />in 1991 and $21,1.44 in 1992. The position of Supervisor I the pay should be
<br />changed to $21,578 in 1990; $22, 290 in 1991; and $22,958 in 1991. The language in
<br />Section II. Sick Leave. Sick leave will be accrued at the rate of eight (8) days
<br />per year, to be calculated at 2/3 days for each month of completed employment.
<br />Employees hired prior to January 1, 1987 who''have not elected long term disability
<br />benefits may maintain up to ninety (90) days'of accumulated sick leave. Employees
<br />hired prior to January 1, 1987 who have elected long term disability benefits may
<br />maintain up to sixty five (65) days sick leave. Such employees who currently have
<br />in excess of sixty five (65) days accumulated leave may maintain the sick leave
<br />accumulated, however, no additional sick leave may be accrued until such time as
<br />the balance of sick leave falls below sixty five (65) days. Employees hired after
<br />January 1, 1987 may accumulate up to forty five (45) days sick leave. Council
<br />Member Voorde made a motion to accept the amendments, seconded by Council Member
<br />Puzzello. Council Member Voorde made a motion to recommend this bill to the
<br />Council favorable, seconded by Council Member Niezgodski. The motion carried.

<br />FIXING MAXIMUM SALARIES AND WAGES OF TEAMSTERS EMPLOYEES OF THE
<br />CITY OF SOUTH BEND, INDIANA, FOR THE CALENDAR YEARS OF 1990,
<br />1991 AND 1992.
