Council Member Puzzello <br />made the presentation on the resolution. She indicated that the Common Council <br />commends the D.A.R.E. program under the leadership under Lt. William Humphries, of <br />the South Bend Police Department and all the officers and concerned persons <br />involved in this innovative and very successful educational program. Lt. William <br />Humphries, 55620 Laurie Ln., spoke in favor of the resolution. He indicated that <br />8% of students in school today have never used alcohol. He commented on that by <br />age nine (9) marijuana is easiely accessible. He stated that the drug trade <br />continues to flourish in this country. He stated that the D.A.R.E. program was <br />established in 1989 to teach formal curriculum in the class room. He stated that <br />the purpose of D.A.R.E. is to educate the children before they go into jr. high and <br />high school. Officer Sherri Taylor spoke in favor of the resolution. She read a <br />letter from a parent of a fifth grader at Jefferson Elementary School. She <br />indicated that the letter commended the D.A.R.E. program. Officer Kevin Andert, <br />South Bend Police Department spoke in favor of the bill. He read a letter from a <br />5th grade boy who lives in the Twyckenham Hills area. He indicated that the letter <br />stated that the boys mother had to leave him with his father because she was on <br />drugs and could cope with taking care of him. Council Member Puzzello presented <br />Lt. Humphries with a $500.00 check to be used by the D.A.R.E. program. Council <br />Member Voorde made a motion to adopt this resolution, seconded by Council Member <br />Coleman. The resolution was adopted by a roll call vote of nine ayes. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on November 27, 1989, at 7:20 p.m., with nine members <br />present. Chairman Zakrzewski presiding. <br />BILL NO. 47 -89 <br />A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT THE <br />NORTHWEST CORNER OF BENDIX DR. & ELWOOD AV. IN THE CITY OF SOUTH <br />BEND, INDIANA. <br />Council Member Slavinskas stated that this bill is being tabled indefinately at the <br />request of the petitioner. <br />BILL NO. 98 -89 <br />A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE <br />EXPENSES OF THE DESIGNATED ENTERPRISE FUNDS OF THE CITY OF SOUTH <br />BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1990 AND <br />ENDING DECEMBER 31, 1990 INCLUDING ALL OUTSTANDING CLAIMS AND <br />OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Katherine Humphreys, City <br />Controller made the presentation on the bill. She indicated that the 1990 <br />Enterprise Budget was reviewed in Council Committee Meetings. She indicated that <br />the appropriations are made within the following funds of the City: Solid Waste <br />Fund, Solid Waste Depreciation Fund, Water Works General Fund, Water Works <br />Depreciation Funds, Water Works Sinking Fund, Sewage Works General Fund, Sewage <br />Works Depreciation Fund, Sewage Works Sinking Fund, Sewer Repair Fund, South <br />Bend /Clay Water Works General Fund, South Bend /Clay Water Works Sinking Fund, South <br />Bend /Clay Sewage General Fund, South Bend /Clay Sewage Sinking Fund. Joseph <br />Guentert, 3510 Corby Blvd., spoke opposed to the bill. He questioned the <br />percentages of the increases in various departments. Jack Dillion, Chief Chemist <br />Waste Water Department, spoke in regard to the increases. He stated that the <br />increase in the solid waste fund was 20 1/2 % due to increased landfill costs. He <br />stated that the sewage works fund was 12% and the Sewer Depreciation Fund was a <br />105% increase as a plan for the furture a new way to look at the deteriorating <br />sewer system. Council Member Voorde made a motion to recommend this bill to the <br />Council favorable, seconded by Council Member Niezgodski. The motion carried. <br />BILL NO. 100 -89 A BILL MAKING TECHNICAL CORRECTIONS TO ORDINANCE NO. 7998 -89 <br />FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND <br />NON- BARGAINING EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR <br />THE CALENDAR YEARS OF 1990, 1991, AND 1992. <br />
