REGULAR MEETING <br />NOVEMBER 27, 1989 <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Monday, November 27, 1989, at 7:00 <br />p.m. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Luecke, Niezgodski, <br />Soderberg, Puzzello, Slavinskas, <br />Zakrzewski, Coleman, Duda and Voorde <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the November 13, 1989 meeting of the <br />Council and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ John Voorde <br />/s/ Ann Puzzello <br />Council Member Zakrzewski made a motion that the minutes of the November 13, 1989, <br />meeting of the Council be accepted and placed on file, seconded by Council Member <br />Voorde. The motion carried. <br />SPECIAL BUSINESS <br />Council Member Puzzello stated that there are two appointments to the Redevelopment <br />Commission that the terms expire at the end of this year. <br />RESOLUTION NO. 1759 -89 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, GIVING SPECIAL RECOGNITION TO <br />THE D.A.R.E. PROGRAM AS PART OF THE "CITIES FIGHT <br />BACK AGAINST DRUGS WEEK." <br />WHEAREAS, the presence of illegal drugs and narcotics in our society has resulted <br />in devastating problems which have severe social economic, and sociological <br />implications; and <br />WHEREAS, the week of December 3rd through December 9th is being declared. "Cities <br />Fight Back Against Drugs Week" throughout America by the National League of Cities; <br />and <br />WHEREAS, in our local fight against drugs, the South Bend Common Council would like <br />to highlight and provide particular public attention to the "Drug Abuse Resistance <br />Education" (D.A.R.E.) Program sponsored by our South Bend Police Department in <br />conjuntion with the South Bend Community School Corporation; and <br />WHEREAS, the local D.A.R.E. program began in March of 1989 and by September it had <br />been implemented into nineteen (19) elementary schools from kinergarten through the <br />sixth grade; and <br />WHEREAS, the D.A.R.E. program also has a special program aimed at the fifth graders <br />where seventeen (17) consecutive weeks have three South Bend Police Officers <br />teaching at that grade level. <br />WHEREAS, we have asked Lt. William Humphries to provide us with a Special Report on <br />the D.A.R.E. program, which will be heard under special business this evening. <br />NOW, THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON COUNCIL as follows: <br />SECTION I. The Common Council of the City of South Bend hereby declares the week <br />of December 3rd through December 9th as "Cities Fight Back Against Drugs Week" in <br />South Bend, Indiana. <br />SECTION II. On behalf of all of the citizens of the City of South Bend, the Common <br />Council hereby publicly commends the D.A.R.E. under the leadership of Lt. William <br />Humphries of the South Bend Police Department and all officers and concerned <br />persons involved in this innovative and very successful educational program. <br />SECTION III. The South Bend Common Counci lurges all citizens to take an active <br />stand against drugs in our community, and urges them to support our local D.A.R.E. <br />program. <br />SECTION IV.
