Page 7 <br />Road Design <br />VS shall utilize aerial information and topographic survey as presented above to prepare preliminary <br />plans and preliminary estimates of cost of proposed improvements, which shall be in accordance with <br />the accepted standards for such work and in accordance with the following documents in effect at the <br />time the plans or reports are submitted: City of South Bend Indiana Construction Standards & <br />Specifications, American Association of State Highway and Transportation Officials’ “A Policy on <br />Geometric Design of Highways and Streets”; Indiana Department of Transportation’s Standard <br />Specifications; Manual on Uniform Traffic Control Devices; Road, Bridge and Traffic memoranda and <br />INDOT Design Manuals, except as modified by supplemental specifications and special provisions. <br /> <br />Following approval of the preliminary plans, VS shall complete the final design and prepare contract <br />plans, special provisions for the specifications, trail design, drainage, utility coordination and final cost <br />estimates for the construction of the project. <br /> <br />Three submittals are anticipated to be made to City of South Bend. <br />1. Stage 3 (90%) Plan submittal <br />2. Final Construction Document submittal <br /> <br />Bidding Services <br />VS shall provide bidding assistance for one (1) construction contract letting. The elements associated <br />with this task are as follows: <br /> <br />• Prepare bid advertisement to publish. <br />• Receive and respond to contractor inquiries regarding bidding documents. <br />• Issue addenda to Bid Documents. <br />• Attend bid opening and prepare bid recommendation. <br />• Receive and review bids for responsiveness. <br />• Prepare bid tabulation and make recommendation regarding award of construction contract. <br /> <br />PERMITTING <br />VS shall provide services associated with all necessary permit and/or approval documents. Permit <br />documents shall be submitted to the City for review and forward for approval to the appropriate <br />government agencies. <br /> <br />IDEM Construction Stormwater General Permit <br />Prepare Stormwater Pollution Prevention Plan (SWPPP) in accordance with the Indiana Department of <br />Transportation, Indiana Design Manual and IDEM’s Storm Water Quality Manual, and City of South Bend <br />preferences. The SWPPP shall be developed in a format that identifies general plan information (Section <br />A), Construction Requirements (Section B) and Post-Construction Requirements (Section C) if necessary. <br /> <br />VS shall not be responsible for sizing post-construction stormwater quality and quantity measures as <br />part of the permitting scope of work. All post-construction stormwater quality and quantity measures <br />required to meet local, state and federal requirements are to be completed as part of other scope items. <br /> <br />Obtain approval of the SWPPP. Upon approval of the SWPPP, VS shall satisfy public advertisement <br />requirements, complete the IDEM Construction Storm Water General Permit Notice of Intent Form and <br />submit the completed package to IDEM.
