<br />Be it remembered that the Comanon Council of the City of South Benu. met in the
<br />Committee of the Whole on June 8, 1987, at ^.m., with nine members present. Chairman
<br />Puzzello presiding.
<br />BILL NO. 11 -87 A BILL AMENDLLv� THE ZONING ORDINANCE FOR PROPERTY LOCATED AT BOWEN
<br />DRIVE AND HIGH STREET iN LL.E CITY OF SOUTH BEND, INDIANA.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents wire given an opportunity to be heard. Mike Danch, of Area Plan, gave
<br />the staff report, which had no recommendation. Richard LnUrgan, attorney, made the
<br />presentation for the bill. He indicated this site was 23.9 acres, of which the
<br />buildings will occupy 189,540 square feet will be buildings and the parking and drives
<br />will occupy bzo,000 square ree�. He indicated the balance of the site will remain
<br />open space and retention pond areas. He indicated the developer will install a new
<br />traffic control at Ireland and High SLLCet. He indicated a Venture Store, a
<br />subsidi.ary nf May Corporation, would go in this shopping center. He indicated that
<br />the lights from the shopping center would be shielded so they will not shine on nearby
<br />properties. He read letters from mc..onald's Corporation, St. Joseph Bank and Trust,
<br />Standard Federal, Lester Sumrall Evangelistic Association, and Dr. Robert Allen, in
<br />support of this rezoning. He indicated this is the first shopping center to be built
<br />in South Bend since LaSaiLC Square, which was built six years ago. Marthy Kleva, Cole
<br />& Association, discussed the screening along the property lines. David LaPay, Venture
<br />Stores, gave the history of the May Corporation Chain. He indicated Venture was a
<br />discount department store. Robert Henry, Contractor, spoke regarding the drainage on
<br />the property. Ueurge Elrod, i;a�penter's Union, urged the Council to vote for this
<br />project. Ken Donnelly, 2605 Frederickson, spoke in favor of this bill. Dr. Robert
<br />Allan, owner or -,.e property, spoke in favor oL this project. John Abraham, 902
<br />Widner, spoke against this zoning. He indicated there was not enough area for a
<br />shopping center. xaUdy Strahla, 837 Widner; Spike Palfi, 1001 Widner; Betty Marroni,
<br />901 Widner and ueorge WarricK, ,.,1 E. Widner; spoke against LLL.s rezoning. Council
<br />Member Taylor indicated the uuuncil was going to set up a meeting with the residents
<br />of Widner Lane, in order to come up wL,h a recommendation to help them with their
<br />traffic prop-ems. He indica�ed the meeting wouia De June 22, at 4:00 p.m., with the
<br />Residential Neighborhood Committee. Council Member Beck made a motion to recommend
<br />this bill to the Council favorably, seconded by Council Member Serge. The motion
<br />carried on a roll call vote of nine ayes.
<br />Council Member Taylor made a motion to recess, seconded by Council LL=mber Barcome.
<br />The motion carried and the meeting was Lecessed at 7:25 p.m., and recu,.vened at 8:25
<br />and reconvened at 8:40 p.m.
<br />BILL NO. 23 -87 A BILL AMENDING Thr. ZONINU . RDINANCE FOR PROraRTY LOCATED AT 3502
<br />LINCOLN WAY WEST, IN THE CITY OF SOUTH BEND, INDIANA.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Mike Danch, of Area Plan, gave
<br />the staff report which was favorable. Susan Cameron, Becky Cameron and Thomas
<br />Cameron, 3502 Lincoln Way West, petitioners, made the presentation for the bill. They
<br />indicated they planned to open a store for retail sales of cat products, cat grooming,
<br />cat boarding and behavioral consulting. Susan Cameron Lead a letter from she South
<br />Bend Animal Clinic recommendinn the Camerons. Ken Donnelly, 2605 Frederickson; and
<br />Lee Brummit, L�29 Diamond Avenue, spoke in favor of this zoning. Council Member Voorde
<br />made a motion to recommend this bill to the Council favorably, seconded by Council
<br />Member Zakrzewski. The motion carried.
<br />BILL NO. 26 -87 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 2002
<br />MISHAWAKA AVENUE AND 914 -20TH STREET, 918 -20TH STREET AND 922 -20TH
<br />STREET, IN THE CITY OF SOUTH BEND, INDIANA.
<br />This being the time heretoroi= set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Michael Danch, of Area Plan,
<br />gave the staff report which was favorable. Kenneth Fedder, attorney, made the
<br />presentation for the bill. He indicated this zoning would allow for the expansion of
<br />the existing optometrist medical facility located at 2002 Mishawaka Avenue. Council
<br />Member Barcome made a motion Lu recommend this bill to the Council favorably, seconded
<br />by Council Member Zakrzewski. The motion carried.
<br />BILL NO. 33 -87 A BILL AMENDING THE ZONiL.G ORDINANCE FOR PROPERTY LOCATED AT THE
<br />SOUTHEAST CORNER OF COLUMBIA AND SOUTH STREETS IN THE CITY OF SOUTH
<br />BEND, INDIANA.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Mike Danch, of Area Plan, gave
<br />the staff report which was favorable. Ann Kolata, Assistant Director of Economic
<br />Development, made the presentation for the bill. She indicated this zoning was for
<br />Max's Grocery Store. She indicated they have a buyer for this property who intends to
<br />open an antique store and deli, and having living quarters on the second story.
<br />Council Member zakrzewski made a motion to recommenu this bill to the Council
<br />favorably, seconded by u�uncil Member Braboy. Tne motion carried.
