NVIA <br />REGULAR MEETING <br />JUNE 8, 1987 <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents wire given an opportunity to be heard. Michael Vance, Controller, made <br />the presentation for the bill. He indicated there are development /promotional monies <br />appropriated in the Mayor's budget and the Council's budget. He indicated that during <br />the last audit, the State Loard of Accounts pointed out that as the original enabling <br />statute does not cover the City's current situation under home rule, new local <br />legislation needs to be passed by the Council. Council Member Barcome made a motion <br />to recommend this bill to tnc Council favorably, seconded by _�uncil Member <br />Zakrzewski. The motion carried. <br />BILL Nu. 49 -bi A BILL APPROrRIATING $.jL�,000.00 FROM THE REDEVELOPMENT STATE GRANT <br />PROGRAM FUND TO BE ADMINISTERED BY THE OnPARTMENT OF ECONumIC <br />DEVELOPMENT OF THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set ruL public hearing on the above bill, proponents <br />ana opponents were given an opportunity to be heard. Ann Kolata- neputy Director of <br />Economic Development, made the presentation for the bill. She indicated this <br />appropriation would be used for public improvements in the Rum Village Industrial <br />Park, which will facilitate industrial expansion, by the Masic Corporation, and <br />create /retain approximately 60 new jobs in the area. She indicated the City was <br />awarded a State grant and loan for this project. Council Member Serge made a motion <br />to recommenu this bill to the Council favorably, seconded by Council Member Beck. The <br />motion carried. <br />BILL NO. 50 -87 A BILL APPxuPRIATING $13,700.00 FROM THE FEDERAL ASSISTANCE GRANT <br />FUND COMMONLY REFERRED TO AS THE GENERAL REVENUE SHARING TRUST FUND <br />FOR THE 19b, SUMMER CLEAN -UP PROGRAM. <br />This being the time heretu� ore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to Dc heard. Patricia DeClercq, Director of <br />Code Enforcement, made the presentation for the bill. She indicated this appropriation <br />would allow the Department of Code Enforcem«nt to again run its summer clean -up <br />program. Council Member Serge made a motion to recommend this bill to the Council <br />favorably, seconded by Council MembeL Voorde. The motion carried. <br />BILL NO. 51 -87 <br />A BILL AMENDING uRDINANum NO. 7666 -86 ENTITLED "AN rRDINANCE FIXING <br />THE ANNUAL PAZ AND MONETARY FRINGE BENEFITS OF MEMBERS OF THE SOUTH <br />BEND POLICE DEPARTMENT FOR THE CALENDAR YEARS 1987, 1988 AND 1989" <br />FOR CLARIFICATION PURPOSES. <br />Council Member Voorde made a motion to strike Bill No. 51 -87, seconded by Council <br />Member Beck. The motion carried. <br />BILL NO. 52 -87 A BILL AMENDING Otu,INANCE NO. 766b -ou ENTITLED "AN ORDINANCE FIXING <br />THE ANNUAL PAY AND MONETARY FRINGE BENEFITS OF FIREFIGHTERS FOR THE <br />CALENDAR YEARS OF 19bi AND 1988" Fox oLARIFICATION PURPOSES. <br />Council Member Beck made a motion to strike Bill No. 52 -87, seconded by Council Member <br />Zakrzewski. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Zakrzewski made a motion to rise and report to the Council, seconded by Council <br />Member Beck. Council Member Beck made a motion to amend this bill, <br />as amendea in the �_�mmittee of the Whole, seconded by Council somber Zakrzewski. The <br />motion carried. Council Member Taylor made a motion to pass the bill, as amended, <br />seconded by Council Member Zakrzewski. The bill passed by a roll call vote of nine <br />ayes. <br />ORDINANCE NO. 7765 -87 AN ORDINANCE AMENDING THE ZONING ORDINANCE FOR PROPERTY <br />LOCATED AT 3502 LINCOLN WAY WEST, IN THE CITY OF SOUTH <br />BEND, INDIANA. <br />This bill had second reading. Council Member Br-boy made a motion to pass this bill, <br />seconded by Council Member Taylor. The bill passed by a roll call vote of nine ayes. <br />
