z REGULAR MEETING JANUARY 28, 1991 BILL NO. 5 -91 A BILL APPROPRIATING $92,000 AMONG VARIOUS ACCOUNTS WITHIN THE DEPARTMENT OF ECONOMIC DEVELOPMENT. Now is the time heretofore set for public hearing on this bill, proponents and opponents were given an opportunity to be heard. Council Member Luecke indicated the Human Rights Committee had met on this bill and recommended it to the Council favorable. Jon Hunt, Director of Redevelopment made the presentation for the bill. He indicated this bill would appropriate $92,000 for engineering projects, planning activities, computer mapping, and temporary staff support for Human Rights Council Member Luecke made a motion to recommend this bill to the Council favorable, seconded by Council Member Soderberg. The motion carried. There being no further business to come before the Committee of the Whole, Council Member Luecke made a motion to rise and report to the Council, seconded by Council Member Zakrzewski. The motion carried. ORDINANCE NO. 8161 -91 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND TO VACATE THE 1ST EAST -WEST ALLEY SOUTH OF MISHAWAKA AVENUE, RUNNING EAST FROM 20TH STREET TO IRONWOOD DRIVE FOR APPROXIMATELY 565 FEET IN DUNN'S 1ST ADDITION WITHIN THE CITY OF SOUTH BEND, ST. JOSEPH COUNTY, INDIANA. This bill had third reading. Council Member Luecke made a motion to amend this bill, as amended in the Committee of the Whole, seconded by Council Member Zakrzewski. The motion carried. Council Member Soderberg made a motion to pass this bill, as amended, seconded by Council Member Luecke. The bill passed by a roll call vote of nine ayes. BILL NO. 1 -91 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE SECOND EAST -WEST ALLEY SOUTH OF LINCOLN WAY WEST LOCATED BETWEEN THE WEST RIGHT -OF -WAY OF BLAINE AND THE EAST LINE OF THE FIRST NORTH -SOUTH ALLEY WEST OF BLAINE, PART SITUATED IN KLINGLES MICHIGAN AVE. ADDITION. Council Member Luecke made a motion to defeat this bill, seconded by Council Member Ladewski. The motion carried. ORDINANCE NO. 8162 -91 AN ORDINANCE TO VACATE THE FIRST EAST -WEST ALLEY NORTH OF SOUTH STREET, LOCATED BETWEEN THE WEST LINE OF FELLOWS STREET AND THE EAST LINE OF THE FIRST NORTH -SOUTH ALLEY WEST OF FELLOWS STREET, FOR A DISTANCE OF APPROXIMATELY 132 FEET AND A WIDTH OF APPROXIMATELY 11 FEET. This bill had third reading. Council Member Slavinskas made a motion to pass this bill, seconded by Council Member Coleman. The bill passed by a roll call vote of nine ayes. ORDINANCE NO. 8163 -91 AN ORDINANCE AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 18106 IRELAND ROAD IN THE CITY OF SOUTH BEND, INDIANA FOR NORMAN MELICK OF 18106 IRELAND ROAD, SOUTH BEND, INDIANA 46614. This bill had third reading. Council Member Coleman made a motion to pass this bill, seconded by Council Member Duda. The bill passed by a roll call vote of nine ayes. ORDINANCE NO. 8164 -91 AN ORDINANCE AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 3900 LINCOLNWAY WEST IN THE CITY OF SOUTH BEND, INDIANA. This bill had third reading. Council Member Coleman made a motion to pass this bill, seconded by Council Member Duda. The bill passed by a roll call vote of five ayes and 4 nays (Council Members Puzzello, Zakrzewski, Ladewski and Niezgodski.)
