<br />VIOLATIONS.

<br />ORDINANCE NO. 8167 -91 AN ORDINANCE APPROPRIATING $92,000 AMONG VARIOUS
<br />ACCOUNTS WITHIN THE DEPARTMENT OF ECONOMIC DEVELOPMENT.

<br />RESOLUTIONS
<br />RESOLUTION NO. 1838 -91 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH
<br />BEND, INDIANA APPROVING AMENDMENTS TO THE CHARTER OF THE
<br />EMPLOYMENT & TRAINING SERVICES OF ST. JOSEPH COUNTY
<br />WHEREAS, the Employment & Training Services of St. Joseph County, formerly the
<br />St. Joseph County Job Training Program, was created in October of 1989 pursuant to
<br />Section 36 -1 -7 et seq. of the Indiana Code; i.e. Interlocal Cooperation Act, to
<br />provide employment and training services in accord with the provisions of the Job
<br />Training Partnership Act of 1982, as amended, the Wagner - Peyser Act, as amended, and
<br />other applicable federal, state, and local laws to eligible residents within the
<br />geographical boundaries of St. Joseph County, including the cities of South Bend and
<br />Mishawaka; and
<br />WHEREAS, the Private Industry Council for St. Joseph County and the Private
<br />Industry Council for the Northern Indiana Job Alliance have unanimously agreed that
<br />a merger of the two service delivery areas will promote enhanced and expanded
<br />employment and training services to the residents of Elkhart, Kosciusko, and
<br />Marshall and St. Joseph Counties; and
<br />WHEREAS, the Board of Commissioners for Elkhart County, Kosciusko County,
<br />Marshall County and St. Joseph County have agreed to join together as a single
<br />employment and training service delivery area and have petitioned the Governor of
<br />Indiana to redesignate the Northern Indiana Job Alliance, minus LaGrange County, and
<br />St. Joseph County as one service delivery area; and
<br />WHEREAS, the four counties involved in the merger form a common labor market
<br />area and conform to other state services districts (i.e. Indiana Rehabilitation
<br />Services, Department of Public Welfare, Indiana Vocational Technical
<br />College - Northcentral, Economic Planning Region Two, etc.); and
<br />WHEREAS, the Governor has approved this petition, and has directed the creation
<br />of new Private Industry Council and the designation of a new grant recipient and
<br />administrative entity for JTPA and Wagner Peyser funds allocable to the new service
<br />delivery area, and has indicated his desire that said entities be in place and
<br />operation by July, 1991; and
<br />WHEREAS, the Employment & Training Services of St. Joseph County is the grant
<br />recipient and administrative entity for the St. Joseph County service delivery area,
<br />and it has been recommended by both Private Industry Councils that the Employment &
<br />Training Services of St. Joseph County become the grant recipient and administrative
<br />entity for the four county area; and
<br />WHEREAS, it has been determined by the Board of the Employment & Training
<br />Services of St. Joseph County that the above can best be accomplished by amending
<br />the Charter of the Employment & Training Services of St. Joseph County to change its
<br />name to the Workforce Development Services of Northern Indiana and to expand its
<br />responsibilities and functions to allow it to serve as grant recipient of Job
<br />Training Partnership Act, Wagner- Peyser, and other funds and to administer the same
<br />and to provide other services as deemed appropriate by the Board of the Employment &
<br />Training Services of St. Joseph County and to allow other general local units of
<br />government to join this Employment & Training Services upon the approval of their
<br />respective Common Council or County Council; and
<br />WHEREAS, equivalent resolutions will be approved by the Common Council of the
<br />City of Mishawaka and the County Council of St. Joseph County;
<br />NOW THEREFORE, BE IT RESOLVED THAT:
<br />Section I. The Common Council of the City of South Bend has considered and
<br />hereby approves the Amended Charter Agreement of the Workforce Development Services
<br />of St. Joseph County, a copy of said Agreement being attached hereto, changing its
<br />name to Workforce Development Services of Northern Indiana and expanding its
<br />
